OSCE supports use of e-governance tools for administrative services in Ukraine

Best practices in delivering administrative services by public authorities in Ukraine were the focus of an OSCE-supported conference that took place in Kyiv from 2 to 3 December 2013.

The event was organized by the OSCE Project Co-ordinator in Ukraine (PCU) in partnership with the Odesa and Volyn regional administrations, Vinnytsia and Luhansk city councils, and the National Public Administration Academy under the President of Ukraine.

The conference brought together representatives of the IT expert community, e-Governance practitioners and governmental officials from all over Ukraine. They discussed the results of OSCE–funded e-Governance initiatives in the area of digital public services and developed recommendations on how to standardize approaches to e-solutions and replicate the most successful practices all over Ukraine.

Representatives of the National Public Administration Academy presented online systems developed with OSCE support for distant training of civil servants, while the Vinnytsia City Council and Odesa regional authorities demonstrated OSCE-supported portals for providing administrative services for citizens and businesses. Lessons learned while implementing other e-governance initiatives supported by the PCU in Dnipropetrovsk, Chernivtsi, Kyiv, Sumy, and Odesa regions in 2008-2012 were also discussed.
