These Guidelines are intended as a tool for practitioners, authorities and political decision makers in OSCE participating States for use in either reforming or assessing the efficiency of their respective national systems of population registration.

Coalition building is about individual organizations amplifying their voices by working together. Anti-Semitism, intolerance and discrimination are deeply embedded across the OSCE region and addressing them requires the combined efforts of many communities and organizations. It cannot be accomplished in any large measure by just one group acting on its own.

This report is structured in four main parts. The first part outlines the methodology and approach taken for this study. The second part details the analysis and main findings in the obligatory reports of participating States, while part three comments briefly on findings in the voluntary reports on Women, Peace and Security. Part four covers the recommendations on the current reporting, as well as recommendations on the Questionnaire and the Reference Guide should there be a decision to revise these documents in the future.

Capacity-building of relevant stakeholders, particularly those working on the front lines of humanitarian crises, is a key component of participating States’ anti-trafficking response. To support counterparts to minimize risks of human trafficking and work proactively to identify and assist victims, several international and non-governmental organizations have developed and are providing a number of training opportunities. The OSR/CTHB, through this resource, aims to facilitate access of related actors to such opportunities by compiling training courses and modules- that are readily available to or can be requested by authorities and organizations operating on the ground- on several issues connected with addressing trafficking in human beings in the context of the humanitarian crisis generated by the war against Ukraine.

The scope of this Joint Opinion covers only the Draft Amendments, submitted for review, and the legislation that they are amending. Thus limited, the Joint Opinion does not constitute a full and comprehensive review of the entire legal and institutional framework governing the status and disciplinary responsibility of judges in the Kyrgyz Republic.

The quality of laws is a direct consequence of how they are developed and discussed. Lawmaking procedures and practices should follow democratic principles, adhere to the rule of law and comply with international human rights obligations and standards. At the same time, they should be evidence-based, open and transparent, participatory and inclusive, and subject to effective oversight.

The overall objective of the “Best Practices for Roma Integration (BPRI)” project is to contribute to the integration of Roma minorities in the Western Balkans, in accordance with the beneficiaries’ commitments as OSCE participating States and perspective members of the European Union. This report intends to contribute to this overall objective by providing a situation anal¬ysis of the housing conditions of Roma in the Western Balkans and by documenting good learning practice on legalization of land and buildings, upgrading of (informal) Roma settlements and the provision of social housing.

ODIHR continued in 2004 to conduct a broad range of activities towards fostering democracy and the rule of law, promoting and protecting human rights, addressing pertinent shortcomings, and assisting participating States in the implementation of their commitments.

This handbook is produced jointly by ODIHR and the Geneva Centre for the Democratic Control of the Armed Forces (DCAF). It presents an overview of legislation, policies, and mechanisms for ensuring the protection and enforcement of the human rights and fundamental freedoms of armed forces personnel.

This paper assesses the state of implementation and practice of the civic and political integration of migrants in the OSCE region and identifies the key channels and actors active in this process.
