For 20 years, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) has been tasked by participating States to promote “full integration of Roma and Sinti communities into the societies they live in, while preserving their identity” (1998 OSCE Oslo Ministerial Decision). This year marks the 15th anniversary of the “OSCE Action Plan on Improving the Situation of Roma and Sinti in the OSCE Area”. The primary objective of the Action Plan is “to reinforce the efforts of the participating States and relevant OSCE institutions and structures aimed at ensuring that Roma and Sinti people are able to play a full and equal part in our societies, and at eradicating discrimination against them.”

In response to the lack of survivor inclusion to date, and in line with its objectives, ODIHR, in consultation with ISTAC and other relevant anti-trafficking stakeholders, developed this policy guidance. It reflects participating States’ obligations as well as international good practices to protect victims and survivors of human trafficking under international, regional and national laws as well as with National Referral Mechanisms (NRMs) or equivalent mechanisms. It aligns with OSCE commitments and draws on ODIHR’s NRM Handbook, which also recognizes the importance of the contributions of survivor leaders to all aspects of effective anti-trafficking work.

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is implementing the Promoting Democratization and Human Rights in Belarus project to assist the country in meeting its OSCE commitments and other international obligations with respect to the rule of law, human rights and equal participation of women in democratic processes. The two-year project began in January 2018 and is funded by the European Union. ODIHR will provide assistance to Belarus based on the Office’s extensive experience in democratization and human rights work across the OSCE region.
