The OSCE participating States have made a number of commitments regarding the issue of gender equality, women´s participation in efforts to promote peace and security and equal opportunities within the security services, including the armed forces, to allow for balanced recruitment, retention and promotion of women and men. In line with its mandate to assist participating States in the implementation of human dimension commitments, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) has mapped the inclusion and situation of women in the armed forces in the OSCE region through a questionnaire addressed to delegations of all 57 OSCE participating States. The information received from delegations provides a baseline against which to measure progress, gather best practices and support the assistance ODIHR provides to participating States.

Hate Crime Data Collection and Monitoring: A Practical Guide was written in co-operation with national experts, partner international organizations and Non-Governmental Organizations with responsibility for monitoring hate crimes at the national and international levels. It sets out 'Ten Practical Steps' that need to be taken to improve recording systems, to understand the extent of under-reporting and to encourage victims to report hate crimes. It aims to contribute to efforts to fill data gaps and gain a better understanding of the prevalence and impact of hate crime across the OSCE region.

The report assesses the progress made by Kosovo institutions in respect to the Council of Europe’s Framework Convention for the Protection of National Minorities in the areas of inter-community dialogue, security and justice, language, education, returns, culture and media. The report finds that, while progress has been achieved in certain areas, more remains to be done to ensure the protection of communities’ rights. It also provides recommendations to the relevant institutions on how to improve their implementation of the Framework Convention.
