The migration of people is a timeless phenomenon integral to human society. Whether motivated by the need to flee conflict, or by the desire to seek a better quality of life elsewhere, the movement of people across national borders is inevitable. Usually migration brings a range of positive benefits, both for countries of origin and of destination. However, the process of adapting to life in a new country, particularly for those who may have had difficult journeys, is not always easy. The integration of migrants into society should be seen as a two-way process, involving efforts by the migrants themselves and those in destination host countries. This training manual is intended for use during training courses for government officials; members of parliament; representatives of national, regional and local authorities; social partners and civil society actors involved in developing, implementing and reviewing migrant integration policies in the OSCE region. The overall aim of this manual is to support OSCE participating States in implementing policies and practices that meet relevant OSCE commitments and international legal standards in the field of migrant integration. It does so by building the capacity and raising the awareness of those involved in migrant integration policies and processes.

These guidelines are intended as a reference document for the OSCE Office for Democratic Institutions and Human Rights (ODIHR) to observe and assess the framework for and conduct of public security providers over the course of an election. They may also benefit other organizations engaged in election observation seeking guidance on how to assess these issues. In addition, these guidelines may serve as a reference for the authorities, including those who legislate on electoral security and for public security providers in the context of an election.

A Focus on First Identification and Reception Facilities Refugees and Migrants in the OSCE Region. Drawing upon almost two years of fact-finding field missions and ad-hoc expert research at grass-roots level in European countries most impacted by the present situation, this report focuses on the challenges and opportunities of the full spectrum of anti-trafficking responses at first identification and reception facilities for migrants and refugees in the OSCE region.

The publication is the updated version of the Reference Manual of the OSCE Economic and Environmental Dimension Commitments, published in 2014. It contains the text of all Economic and Environmental Dimension related documents adopted at Summit and Ministerial Council levels, as well as relevant Permanent Council decisions.

These guidelines provide OSCE executive structures and their staff with a tool for pursuing a coherent and co-ordinated approach to supporting nationally-led Security Sector Governance and Reform processes.
