This study on the OSCE’s engagement with insider mediators has been conducted by the Berghof Foundation and commissioned by the OSCE Conflict Prevention Centre/Operations Service Mediation Support Team jointly with the German OSCE Chairmanship. Insider mediators enjoy an inherent legitimacy and authority to engage with conflict actors and possess potential advantages in comparison to mediators coming from outside a conflict context. They are highly relevant for the OSCE as peacemakers, yet engagement requires acute sensitivity and strategizing. The study deliberates on some conceptual and operational considerations for OSCE support to insider mediation.

The purpose of this handbook is to provide the 57 OSCE participating States and 11 Partners for Co-operation with a reference guide on available legal tools, the latest legislative and policy trends, and pertinent measures and practices to prevent and suppress corruption. It is aimed at raising awareness of the range of international instruments available to national policymakers and anti-corruption practitioners, and assisting them in developing and implementing effective anti-corruption policies and measures, thereby reducing the possibilities for corruption, instability and transnational crime. The handbook is produced by the OSCE in collaboration with UNODC, OECD and GRECO and other partners.

The report provides an assessment of freedom of the media in Kosovo, implementation of applicable legal framework which provides for freedom of expression and of the media, access to information, the protection of sources of journalists, professional reporting standards and level of self-censorship/censorship in the media, including intimidation and threats against journalists. It also assesses the work of media institutions in protecting freedom of the media. The report poses two overarching questions: the first asking about challenges and violations of freedom of the media and safety of journalists in Kosovo, and secondly, it explores the responses to violations and challenges to freedom of expression and of media and safety of journalists.
