This is the 2018-2019 Report produced by the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) in line with its mandate as outlined in OSCE Ministerial Council Decisions No. 02/03 and 03/06. This report provides a summary of the full range of activities carried out by the Office of the SR/CTHB, with additional sections that focus on the work of the OSCE’s executive structures and field operations. This publication aims to foster increased awareness and understanding of human trafficking itself, as well as some of the challenges and opportunities currently facing the anti-trafficking community.

This report presents the representative survey findings of the OSCE-led Survey on the Well-being and Safety of Women for Moldova. The survey was implemented in 2018 in selected countries in South Eastern Europe and Eastern Europe. The OSCE-led survey included a quantitative and qualitative component and was undertaken with the goal of providing comparable data on different forms of violence women experience in their childhood and throughout the course of their lives. The research examined violence that women experience in conflict and non-conflict settings, as well as the impact violence has on women and girls, including its lasting consequences. Questions on norms and attitudes connected to violence against women were asked to better understand the underlying causes of violence.

This Youth Progress Index (YPI) report aims to present a roadmap – a useful and practical tool – that can help all youth stakeholders, from young people and youth-led organizations to policymakers and the business community, prioritize their respective policy and investment decisions, assess where resources should be focused, and implement policies and programs that will drive faster and more sustainable progress for young people. The YPI is one of the first tools developed to explore the status of youth, independent of economic indicators. The YPI draws on reliable, relevant data to give each country a score on how effectively they meet the elements of the Social Progress Index Framework: Basic Human Needs, Foundations of Wellbeing, and Opportunity.

This guide helps journalists to report more effectively on domestic violence in a victim-sensitive manner that addresses domestic violence as a serious concern, whilst providing appropriate context and holding institutions to account. With an overall aim to provide the media with a solid foundation to shape public discourse and enact policy change, the guidelines include an overview of the relevant legal framework, civil proceedings, victim-sensitive reporting and domestic violence shelters and helplines. The guide is available in Albanian, Serbian and English.

The purpose of this handbook is to provide better guidance to ODIHR election observation missions and teams on how to assess the resolution of election disputes as part of the overall observation of an election.

In 2016, the OSCE Mission supported the Public Policy Research Centre, civil society organization to conduct a research on how the security sector reform affects human security in Serbia and to reassess the impact of security sector reform on LGBT people. The purpose of the research was to establish whether there have been changes in the policies of security sector institutions concerning the LGBT community as a vulnerable group.

The publication gives practical insights for the development of simulation-based exercises on combating human trafficking, as pioneered by the OSCE Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings. It describes the practical steps necessary to carry out this ground-breaking training methodology. The ultimate goal of this handbook is to help participating States to identify victims and hold perpetrators accountable through hands-on, learning-by-doing training.
