This toolbox is created to support the integration of youth perspectives in a systematic and practical manner, strengthening the democratic principle OSCE Mission to Serbia is nurturing: “nothing about youth, without youth”. Guidelines for youth mainstreaming contains practical tools for everyday operationalization of youth inclusion principle. In addition to theoretical framework on youth policies, it’s content is divided in three modes: Enthusiast, Hero and All-star, representing different layers of possible interventions throughout project cycle management and on a strategic level.

This report is based on the outcomes of an International Election Standards Programme, which the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) launched in 1998, with the purpose of outlining best practices in resolving election disputes.

The publication is the updated version of the Reference Manual of the OSCE Economic and Environmental Dimension Commitments, published in 2014. The compilation is organized according to major meetings of the OSCE policy-making bodies. It contains the text of all Economic and Environmental Dimension related documents adopted at Summit and Ministerial Council levels, as well as relevant Permanent Council decisions.

The publication describes the roles and responsibilities for national focal points for child victims of trafficking in response to the MC Decision 6/18 on Strengthening Efforts to Prevent and Combat Child Trafficking, including of Unaccompanied Minors. It provides an overview of prerequisites and essential conditions for such focal points to foster enhanced information exchange between countries, and an inventory of the tools and procedures they will need to co-ordinate.

Dedicated to the 25th anniversary of the OSCE Asian Partnership, a new publication provides an in-depth overview of the co-operation between the OSCE and its Asian Partners. It includes all relevant historical documents, details of current and past projects, as well as activities implemented in the context of the OSCE Asian Partnership. The publication is intended to serve as a reference document for policy-makers, officials and practitioners dealing with security co-operation between the OSCE region and the Asian Partners (Afghanistan, Australia, Japan, Republic of Korea and Thailand).

This Guide advances the fulfilment of the OSCE commitments to assist hate crime victims. Developed in consultation with civil society and government experts, and based on good practice identified across the region, the Guide responds to a need in many OSCE participating States, where victims of hate crime often do not receive adequate protection and support. It addresses gaps in integrating assistance efforts with criminal justice processes and is designed primarily for hate crime victim support practitioners, criminal justice officials and policymakers responsible for developing and maintaining victim support systems. It provides practical recommendations on adapting procedures, policies and laws, while taking into account the realities and complexities of criminal justice and victim support systems.

The new edition of the Safety of Journalists Guidebook takes into account events undertaken by international organizations, governments and non-governmental organizations to create a safer environment for members of the media since the second edition of the Guidebook was published in 2014. It is available in English and Russian.

This Consolidated Reference aims to inform all personnel of the OSCE, as well as offices, institutions, field missions/presences, and relevant interested organizations, about international and OSCE commitments, projects and programmes related to the prevention and combating of terrorism. The Reference can also be used as an aid in conceptualizing, planning and implementing activities within the general scope of OSCE anti-terrorism goals. (Updated: July 2020)
