This toolkit makes actionable proposals for OSCE mediation actors, the Chairmanship, participating States, and Executive Structures on how to increase women’s inclusion in official negotiation processes in the OSCE area in order to support conflict resolution efforts. The lack of women’s meaningful participation in peace processes remains a major challenge in global efforts to effectively resolve violent conflict. By including women’s perspectives in conflict resolution efforts, the diverse needs of affected societies can be better addressed, thereby reducing the likelihood of relapse into conflict.

This guidebook presents intelligence-led policing (ILP) as a modern and proactive law enforcement model, and a realistic alternative to traditionally reactive forms of policing for OSCE participating States. ILP, which has already been adopted in a number of countries in recent years with promising results, combines intelligence gathering, evaluation and analysis with informed decision-making procedures and mechanisms, thus providing more efficient and effective management of national law enforcement.

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) has continuously worked on countering hate crime by strengthening the role of criminal justice systems in addressing this phenomenon. The two-year project “Building a Comprehensive Criminal Justice Response to Hate Crime” will use tailored, innovative approaches at national levels as a laboratory and source of inspiration for transnational solutions.

This report provides the results from a survey of hate crime victimization carried out in North Macedonia in June and July 2018. The survey, first of this kind carried in the country, presents a more comprehensive account of hate crime victimization in North Macedonia and its impact that had been available to date, as well as identifies the extent of underreporting of hate incidents by surveying a range of different communities of majority and minority social identity on the basis of ethnicity, religion, sexual orientation, disability, and political beliefs. The report aims at offering evidence as to the need to develop effective measures that respond to and combat the problem, guide targeted policy and strategy by national and local authorities, and support civil society organizations in their advocacy work.

This guidebook was written to help support policymakers and practitioners who are looking to develop programmes on interventions to prevent VERLT. It also focuses on some of the region-specific factors that need to be considered when developing referral mechanisms in South-Eastern Europe, drawing from consultations with key stakeholders from the region.

The eight sections in this document correspond with the main types of bias indicators developed and recommended for use by the OSCE Office for Democratic Institutions and Human Rights (ODIHR). Each of the sections includes a set of questions to guide investigators in deciding whether a particular bias indicator type is present in the case before them.
