Daily and spot reports from the Special Monitoring Mission to Ukraine

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The SMM followed up on reports of a casualty in Marinka near the contact line. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, where it recorded ceasefire violations inside the Stanytsia Luhanska disengagement area and near the Zolote and Petrivske disengagement areas. Its access remained restricted in all three areas and elsewhere, including at a checkpoint in Verkhnoshyrokivske.* The SMM continued to facilitate the access of Voda Donbassa water company employees and others to the Donetsk Filtration System to assess damage and facilitate repair works which were completed by 17:00. The SMM continued to facilitate and monitor repairs to high-voltage power lines near Yuzhna-Lomuvatka, Almazna, and Veselohorivka. The Mission also monitored a gathering in Kharkiv in front of the Consulate General of the Russian Federation.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 27 and 28 April, compared with the previous reporting period. Between the evenings of 28 and 29 April, it recorded fewer ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske and the Stanytsia Luhanska disengagement areas; its access remained restricted there and elsewhere, including in Izvaryne, Kadiivka and Voznesenivka.* Members of the armed formations told an SMM patrol that it would be detained if it did not comply with requests to inspect SMM vehicles at a checkpoint north of Horlivka*. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM observed damage in residential areas in Pikuzy and Bila Hora and followed up on reports of civilian casualties in Dokuchaievsk and Donetsk city. It continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa employees and heard ceasefire violations in the area, including by a multiple launch rocket system, despite security guarantees. The SMM also continued to facilitate and monitor repairs to power lines near Yuzhna-Lomuvatka and confirmed that Vodafone services had been restored in several non-government-controlled areas of Donetsk region. The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The SMM followed up on reports of a civilian casualty in Vrubivskyi. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the disengagement areas near Stanytsia Luhanska and Petrivske, including shots fired 200m and 700m from a patrol inside the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas and elsewhere, including in Dovhe.* The Mission observed weapons in violation in Lysychansk and Vrubivka. The SMM continued to facilitate and monitor repairs of water pipelines in Maiorsk and electricity lines near Yuzhna-Lomuvatka, as well as to facilitate access to the Donetsk Filtration Station for its employees.

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission observed damage caused by gunfire to civilian properties in residential areas of Sakhanka and Horlivka, where it also followed up on reports of a civilian casualty. The SMM saw a de-miner injured by an explosion near the Donetsk Filtration Station. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations in the Petrivske disengagement area and observed a soldier carrying a weapon inside the Zolote disengagement area. Its access remained restricted in all three disengagement areas and elsewhere. The SMM observed weapons in violation of withdrawal lines near Vodiane and Bohoiavlenka. The Mission continued to facilitate access for workers to and from the Donetsk Filtration Station; it also facilitated repairs to the Petrivske pumping station near Artema and to power lines near Semyhiria. In Kyiv, the SMM saw a makeshift memorial outside the Embassy of the Russian Federation honouring the victims of the shopping mall fire in Kemerovo in the Russian Federation...

The SMM monitored the security situation at several locations associated with the Russian Federation presidential election; it observed police presence at these locations and people not being allowed to access some of them by police. The SMM recorded fewer ceasefire violations in Donetsk region and more ceasefire violations in Luhansk region between the evenings of 16 and 17 March, compared with the previous reporting period. Between the evenings of 17 and 18 March, the SMM recorded fewer ceasefire violations in Donetsk region compared with the previous 24 hours and no ceasefire violations in Luhansk region. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. Its access remained restricted in all three disengagement areas and elsewhere, including near Leonove, Mykolaivka and Staromykhailivka.* The Mission observed weapons in violation of withdrawal lines near Bakhmut, Novopavlivka, and Yablunivka. The SMM continued to facilitate and monitor repairs of high-voltage power lines near Almazna and continued to facilitate access for workers to and from the Donetsk Filtration Station. The SMM monitored protests in several regions of Ukraine, and followed up on reports of car windows being damaged in Berehove, Zakarpattia region...

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. It observed shelling impacts in rural residential areas near Novolaspa and eastern Horlivka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. Its access remained restricted in all three areas and elsewhere, including near Dovzhanske (a border crossing point in Luhansk region near the border with the Russian Federation) and Novolaspa.* The Mission observed weapons in violation of withdrawal lines near Khlibodarivka. The SMM continued to facilitate and monitor repairs to the Petrivske water pumping station in Artema and a water pipeline near Horlivka; it also facilitated access for workers to the Donetsk Filtration Station. In Kyiv the Mission monitored a gathering of 100 National Guard personnel, in Kharkiv it followed up on media reports of the vandalism of a monument, and in Uzhhorod it followed up on an incident at a public event on 8 March. In Odessa the SMM monitored two gathering commemorating the Day of Ukrainian Volunteer Fighters and in Lviv it followed up on reports of an explosion at a cemetery.

The SMM recorded more ceasefire violations in Donetsk region and the same number of ceasefire violations in Luhansk region between the evenings of 9 and 10 March, compared with the previous reporting period. The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions between the evenings of 10 and 11 March, compared with the previous 24 hours. The SMM followed up on reports of civilians injured and killed following an explosion near a minibus in Donetsk city’s Kirovskyi district. Near Ternove, small arms were again fired toward an SMM unmanned aerial vehicle. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it observed ceasefire violations near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three areas and elsewhere, including at a heavy weapons holding area, a permanent storage site and at two crossing points near the border with the Russian Federation in non-government-controlled areas of Luhansk region.* The Mission observed weapons in violation of withdrawal lines near Marinka and Khrustalnyi. The SMM continued to facilitate and monitor repairs to essential infrastructure near Krasnyi Lyman and Artema. The Mission visited four border areas not under government control.
