Daily and spot reports from the Special Monitoring Mission to Ukraine

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. Small-arms fire was directed at an SMM unmanned aerial vehicle near Zhovte. The Mission followed up on reports of a girl injured by shelling in Staromykhailivka and children killed and injured by an explosion in Horlivka. The SMM recorded a ceasefire violation near the Zolote disengagement area. Its access remained restricted in all three disengagement areas as well as near Zaichenko, Tavrycheske, Bezimenne, Sosnivske, and Novoazovsk near the border with the Russian Federation.* The SMM observed weapons in violation of agreed withdrawal lines on both sides of the contact line. The Mission continued to facilitate the operation of the Donetsk Filtration Station. It also facilitated and monitored adherence to the ceasefire to enable repairs and maintenance to the phenol sludge reservoir near Zalizne, to the Krasnohorivka gas distribution station and to high-voltage powerlines near Zhovte. In Kyiv region, the SMM observed an incident during a court hearing for a journalist and followed up on reports of damage to the offices of the Russian Federation Trade Representation and of a member of parliament...

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region between the evenings of 28 and 29 September, compared with the previous reporting period. Between the evenings of 29 and 30 September, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions, compared with the previous 24 hours. The SMM followed up on reports of children killed and injured by an explosion in Horlivka, as well as a person injured and damage caused by an explosion in Donetsk city. The Mission recorded a ceasefire violation inside the Petrivske disengagement area. Its access remained restricted in all three disengagement areas as well as near Zaichenko, Novoazovsk, Tavrycheske, Bezimenne, Yuzhna-Lomuvatka and Izvaryne.* The SMM observed weapons in violation of agreed withdrawal lines in the Petrivske disengagement area and near Dokuchaievsk. The SMM continued to facilitate the operation of the Donetsk Filtration Station and also facilitated and monitored adherence to the ceasefire to enable repairs and maintenance to the phenol sludge reservoir near Zalizne. The Mission monitored public gatherings in Mariupol, and followed up on reports of water contamination in Makiivka.

The SMM recorded fewer ceasefire violations in Donetsk region and a similar number of ceasefire violations in Luhansk region between the evenings of 31 August and 1 September, compared with the previous reporting period. Between the evenings of 1 and 2 September, the Mission recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. In Donetsk city, the SMM saw a gathering relating to the reported death of Aleksandr Zakharchenko and at least one hundred members of the armed formations securing the area. The SMM recorded a ceasefire violation inside the Stanytsia Luhanska disengagement area. The Mission’s access remained restricted in the disengagement area as well as near Yasynuvata.* The SMM observed a weapon in violation of withdrawal lines near Ozarianivka. The Mission observed anti-tank mines near Popasna. The SMM saw that the entry-exit checkpoint near Stanytsia Luhanska was closed and observed that checkpoints in non-government-controlled areas of Donetsk region had been re-opened. The Mission continued to facilitate the operation of the Donetsk Filtration Station. The SMM’s observations were limited during the reporting period for security considerations.

Following a recommitment to the ceasefire as of 00:01 on 29 August, the SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period, however 85 per cent of violations in Donetsk region were attributed to training in non-government-controlled areas. The Mission followed up on reports of a civilian fatality near Dokuchaievsk. It heard ceasefire violations near the Stanytsia Luhanska disengagement area. The SMM’s access remained restricted in all three disengagement areas, as well as again in Zaichenko and near Novoazovsk, near the border with the Russian Federation.* The Mission observed weapons in violation of withdrawal lines near Horlivka, Starolaspa and Dokuchaievsk. The SMM continued to facilitate the operation of the Donetsk Filtration Station. It facilitated and monitored adherence to the ceasefire to enable demining and repairs to water infrastructure in Luhansk region, at a gas distribution station in Krasnohorivka and the South Donbas water pipeline between Avdiivka and Yasynuvata. The SMM continued to see a fire near Berezove and noted that the entry-exit checkpoint near Novotroitske remained closed; it facilitated adherence to the ceasefire to enable firefighting activity near Berezove. In Kyiv the SMM monitored a gathering in front of the Embassy of the Russian Federation. The SMM monitored gatherings in commemoration of the “Ilovaisk battle” in Lviv and Chernivtsi...

The SMM recorded fewer ceasefire violations in Donetsk region and more ceasefire violations in Luhansk region, compared with the previous 24 hours. The SMM followed up on reports of a civilian fatality as a result of an explosion in Pionerske. The Mission observed fresh impacts in the Zolote disengagement area and ceasefire violations near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas as well as at a heavy weapons holding area in non-government-controlled parts of Donetsk region, in Markyne, and again in Bezimenne.* The SMM observed weapons in violation of withdrawal lines near Kostiantynivka and Khrustalnyi. The Mission continued to facilitate the operation of the Donetsk Filtration Station. It facilitated and monitored adherence to the ceasefire to enable repairs of residential houses in Avdiivka and water infrastructure in Nyzhnoteple, Novotoshkivske, Pervomaisk and Stanytsia Luhanska.

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, and observed ceasefire violations near the Stanytsia Luhanska disengagement area, as well as new firing positions inside the Zolote disengagement area assessed as belonging to Ukrainian Armed Forces. The SMM’s access remained restricted in all three disengagement areas, as well as near Siedove, Rivnopil and Novoazovsk.* The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM observed an anti-tank mine for the first time near Novotroitske. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to other essential civilian infrastructure near Artema, Novotoshkivske, Popasna and Stanytsia Luhanska. In Kyiv, the SMM monitored a ceremony organized by the Roma community commemorating the victims of the 1941-1943 massacres at Babi Yar. The SMM recorded fewer ceasefire violations in Donetsk region compared with the previous reporting period and a similar number of ceasefire violations in Luhansk region compared with the previous reporting period. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three disengagement areas as well as, again, in Zaichenko in southern Donetsk region and at a border crossing point near Izvaryne, near the border with the Russian Federation.*
