Spot Report by OSCE Special Monitoring Mission to Ukraine (SMM): Mine explosion kills two civilians, injures another near checkpoint close to contact line

At around 12:40 on 23 February, while moving south past the forward position of the armed formations along the contact line on road H-20 near Olenivka (non-government-controlled, 23km south-west of Donetsk), about 200m south of the above-mentioned position of the armed formations, the SMM saw the burning wreckage of an overturned minivan on the soft ground of a median strip between the road lanes. Within a radius of 15m of the wreckage, the Mission saw debris from the vehicle scattered around, including three tyres and two doors, all scorched. The SMM saw a fresh crater in the median strip about 3m from the wreckage as well as three mine hazard signs: one lying on the ground less than 10m from the crater and the other two attached to a post and a barrier nearby. The SMM assessed that the vehicle had detonated an explosive device (probably an anti-tank mine) in the median strip.

Compared with the previous reporting period, between the evenings of 15 and 16 February, the SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk regions. Compared with the previous 24 hours, between the evenings of 16 and 17 February, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region. The SMM saw gunfire damage to residential properties in Yasynuvata and a destroyed house in Novoluhanske. It saw weapons in violation of withdrawal lines in government-controlled areas of Luhansk region. The Mission recorded ceasefire violations inside and near the Zolote disengagement area, and military hardware and personnel inside the Petrivske disengagement area. It heard small-arms fire assessed as aimed at an SMM mini-unmanned aerial vehicle near non-government-controlled Zhovte, Luhansk region. The SMM saw an aircraft flying over non-government-controlled areas in the security zone. It facilitated and monitored adherence to the ceasefire to enable repair works to essential civilian infrastructure. Restrictions of the Mission’s access continued in all three disengagement areas. It was also restricted near Zaichenko and near Izvaryne, an area close to the border with the Russian Federation. The Mission continued to observe hardship faced by civilians at checkpoints. The SMM observed a public gathering against parishes of the Ukrainian Orthodox Church changing affiliation in Storozhynets, Chernivtsi region. Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions. The Mission followed up on reports of a grenade explosion in Khartsyzk in which a woman was injured and a man died. The Mission recorded ceasefire violations inside the Zolote disengagement area. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure near Artema and Holmivskyi, as well as repairs to houses in Marinka and Krasnohorivka. It continued to facilitate the operation of the Donetsk Filtration Station. Access for the SMM remained restricted in all three disengagement areas, near Syvash and near Novoazovsk, an area close to the border with the Russian Federation.* The Mission monitored protests in Kyiv, Lviv and Chernivtsi.

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions between the evenings of 2 and 3 November, compared with the previous reporting period. Between the evenings of 3 and 4 November, the Mission recorded fewer ceasefire violations in Donetsk region and a sharp increase in ceasefire violations in Luhansk region, compared with the previous 24 hours. The SMM recorded ceasefire violations inside the Stanytsia Luhanska and Zolote disengagement areas. On 4 November, the Mission heard an explosion 300-400m north of its location in Zolote-5/Mykhailivka as well as at least 15 bursts of heavy-machine-gun fire 500m from its location in the Stanytsia Luhanska disengagement area. It saw weapons in violation of withdrawal lines on both sides of the contact line. The Mission’s access remained restricted in all three disengagement areas. It was also restricted in Holmivskyi, near Novoazovsk – an area close to the border with the Russian Federation – and Verkhnoshyrokivske, and again near Zaichenko and Bezimenne.* The SMM facilitated and monitored adherence to the ceasefire to enable demining near Zolote-2/Karbonit and Nyzhnoteple. The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. In Zolote-5/Mykhailivka, the SMM continued to follow up on two fatalities caused by shelling. The Mission observed damage caused by shelling in a residential area of Zolote-4/Rodina. The SMM heard and saw explosions and heard small-arms fire near the SMM inside the Zolote disengagement area. The Mission recorded ceasefire violations near the Stanytsia Luhanska disengagement area and saw newly dug trenches in the Petrivske disengagement area. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 12 and 13 October, compared with the previous reporting period. Between the evenings of 13 and 14 October, the Mission recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. In Zolote-5/Mykhailivka, the SMM followed up on reports of civilian casualties and observed damage caused by shelling. The Mission also observed damage caused by shelling and gunfire in residential areas of Yasynuvata and Chermalyk. It recorded ceasefire violations inside the Zolote disengagement area and near the Stanytsia Luhanska and Petrivske disengagement areas.
