The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. It followed up on reports of civilian casualties near Betmanove. The Mission facilitated the handover of possible human remains and debris from Malaysia Airlines flight MH17. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska and Zolote and observed ceasefire violations near but outside both, except for one shot which could not be assessed as in- or outside these areas. Its access remained restricted in the disengagement areas and elsewhere, including Shchastia, and its camera near the Prince Ihor monument south of Stanytsia Luhanska was intentionally temporarily disabled. The SMM heard two explosions about 400m from the entry-exit checkpoint in Novotroitske. The Mission saw weapons in violation of withdrawal lines near Pavlopil, Zaichenko, and Verkhnoshyrokivske. It facilitated and monitored repairs and maintenance to essential infrastructure in Shchastia, Zolote, Artema, Novozvanivka, and Mykolaivka. The SMM recorded more ceasefire violations in Donetsk region compared with the previous 24 hours and no ceasefire violations in Luhansk region. The Mission followed up further on reports of civilian casualties in Mariupol and Shchastia. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote, and Petrivske, and recorded a calm situation in all three. Its access remained restricted in the three disengagement areas and in Boikovske. In violation of the withdrawal lines, an SMM unmanned aerial vehicle spotted a tank behind a house in Verkhnoshyrokivske. The SMM visited a heavy weapons permanent storage site; it also observed weapons outside designated storage sites. The Mission facilitated and monitored repairs and maintenance of the thermal power plant in Shchastia, water pipelines in Zolote, a pumping station near Artema, water wells near Krasnyi Lyman and the railway station in Verkhnotoretske. The SMM recorded fewer ceasefire violations in Donetsk region between the evenings of 29 and 30 September compared with the previous reporting period. Between the evenings of 30 September and 1 October the Mission recorded fewer ceasefire violations in Donetsk region compared with the previous 24 hours. In Luhansk region the SMM recorded similar numbers of ceasefire violations between the evenings of 29 and 30 September and between 30 September and 1 October compared with the previous reporting period. While in government-controlled Kriakivka the SMM heard small-arms fire and two explosions nearby and immediately left the area. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Stanytsia Luhanska and Petrivske disengagement areas. Its access remained restricted in the disengagement areas and elsewhere.* The SMM assessed impact sites in Dokuchaievsk and in the Trudivski area of Donetsk city. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous 24 hours. The Mission followed up on reports of a civilian casualty from Dmytrivka. It continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefires violation near the Zolote and Stanytsia Luhanska disengagement areas. Its access remained restricted in all three areas and elsewhere, including near Mykolaivka.* It facilitated and monitored repairs and maintenance of essential infrastructure near Shchastia, Zolote and Slovianoserbsk. The SMM recorded more ceasefire violations in Donetsk region between the evenings of 18 and 19 August – including, however, fewer explosions – compared with the previous 24 hours. Between the evenings of 19 and 20 August, it recorded more ceasefire violations compared with the previous 24 hours. In Dokuchaievsk, the Mission heard small-arms fire assessed as targeting its unmanned aerial vehicle.* In Luhansk region between the evenings of 18 and 19 August, the SMM recorded fewer ceasefire violations compared with the previous 24 hours. Between the evenings of 19 and 20 August, it recorded more ceasefire violations compared with the previous 24 hours. The Mission followed up on a report of civilian casualties in Petrovskyi district of Donetsk city. It observed damage to residential areas due to shelling in Dokuchaievsk, Yasynuvata and an area of Luhansk city. The SMM continued monitoring the disengagement areas and recorded ceasefire violations assessed as inside the Stanytsia Luhanska area. The Mission resumed permanent presence of monitoring officers in Stanytsia Luhanska. Its access remained restricted in the three disengagement areas and elsewhere, including in Horlivka and Verkhnoshyrokivske.* The Mission observed weapons in violation of withdrawal lines in Kalmiuske. It facilitated access for a fire brigade to extinguish a fire in Avdiivka. The SMM visited two border areas not under government control in Luhansk region.

Between the evenings of 11 and 12 August the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. Between the evenings of 12 and 13 August the Mission recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous 24 hours. In the Stanytsia Luhanska disengagement area, an armed man pointed his assault rifle at SMM patrol members and threatened to shoot them.* The Mission followed up on a report of a civilian casualty in Dokuchaievsk; a “DPR” member told the Mission he could not provide detailed information about the incident without the permission of other “DPR” members.*

The SMM recorded fewer ceasefire violations, but more explosions in both Donetsk and Luhansk regions compared with the previous 24 hours. The SMM continued monitoring the disengagement areas. The SMM camera in the Zolote disengagement area recorded one ceasefire violation on the night of 5 August, assessed as outside the disengagement area. The Mission’s access remained restricted there and elsewhere. Armed “DPR” members impeded the SMM’s access to areas south and east of Novoazovsk near the border with the Russian Federation not under government control. The Joint Centre for Control and Co-ordination (JCCC) was unable to facilitate the demining of the Shchastia bridge where the SMM was again denied access and its unmanned aerial vehicle (UAV) again spotted anti-tank mines south of the bridge.* The Mission confirmed reports of civilian casualties in Dachne and followed up on reports of shelling in Zaporozhets. The SMM continued to facilitate and monitor adherence to the ceasefire to enable repairs of a water pipeline in Zolote. The Mission visited two border areas not under government control*.
