The results of the first research project by the OSCE Network of Think Tanks and Academic Institutions, “Threat perceptions in the OSCE area”. The study analyses and compares the threat perceptions of 18 governments of participating States, based on country reports prepared by institutions and think tanks from across the OSCE area.

The 2008 Annual Report of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings covers the work of the Special Representative between January and October 2007; its content is based on responses by the participating States to a survey questionnaire distributed by the SR in July 2007. It considers: 1) National Co-ordination Mechanisms; 2) National Action Plans; and 3) National Rapporteurs or equivalent mechanisms. These three elements constitute the core co-ordinating tools used by participating States to plan, organize and implement measures to combat trafficking in human beings. The scope of the report does not include evaluation of the quality of individual participating States' implementation of these mechanisms. A number of annexes complement the Report, offering, amongst other things: highlights of the 2007 OSCE Field Operations Survey on National Co-ordination Mechanisms, National Action Plans, and National Rapporteurs or equivalent mechanisms; an analysis and brief overview by the ODIHR on its activities and achievements in 2007 and 2008 relevant to the theme of the report; and a summary of the main activities of the OSR in 2008.

The Annual Report of the Secretary General on Police-Related Activities in 2012, submitted in accordance with Decision 9, paragraph 6, of the 2001 Bucharest Ministerial Council Meeting, provides an overview of the police-related programmes and projects, implemented by the OSCE executive structures, including the thematic units in the Secretariat, the Institutions and the field operations, during 2012.

It is aimed at prosecutors, investigators and other investigation staff; all those whose duties bring them into contact with criminal investigations of this nature.

This tool analyses the implications of the four UN Security Council resolutions (SCRs) on women, peace and security for security sector reform (SSR). It shares experiences and good practices in implementation of the resolutions in national security policy-making, SSR processes and in the military, police and justice sectors. The 2012 Annual Report of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings aims to offer a concise overview of the wide range of activities carried out by the Office of the Special Representative and by the OSCE’s executive structures, institutions and field operations. The last part of the Report builds upon the October Alliance Conference “An Agenda for Prevention: Non Discrimination and Empowerment”, with an action-oriented paper highlighting how full recognition of the existing linkage between trafficking and discrimination can lead to new paths for advocacy, and make it possible that anti-trafficking and non-discrimination policies enhance each other.

These Guidelines on Political Party Regulation have been created as a tool to assist OSCE participating States and Council of Europe Member States in formulating legal frameworks that comply with OSCE commitments and other international standards in facilitating the proper establishment, development and functioning of political parties.
