The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions between the evenings of 1 and 2 June, compared with the previous reporting period. Between the evenings of 2 and 3 June, the SMM recorded a similar number of ceasefire violations in Donetsk region and more ceasefire violations in Luhansk region, compared with the previous 24 hours. Small arms fire was directed at an SMM mini-unmanned aerial vehicle near non-government-controlled Teplychne in Luhansk region. The SMM followed up on a civilian casualty near Panteleimonivka. The Mission saw fresh damage as a result of shelling to a house in Chermalyk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote and Stanytsia Luhanska disengagement areas. The Mission’s access remained restricted in all three disengagement areas and elsewhere, including at a permanent storage site in a non-government-controlled area of Donetsk region. The SMM continued to monitor and facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station (DFS) as well as demining near the DFS. The SMM heard ceasefire violations near the DFS, despite security guarantees. It continued to monitor and facilitate repairs to high-voltage power lines near Yuzhna-Lomuvatka, Almazna and Veselohorivka. In Kyiv, the SMM observed two peaceful public gatherings.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous reporting period. The SMM observed fresh damage in a residential area of Dokuchaievsk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote disengagement area. The Mission’s access remained restricted in all three disengagement areas and elsewhere, including near Izvaryne and Sievernyi at the border with the Russian Federation. The SMM observed weapons in violation of withdrawal lines near Oleksandropil and Tarasivka. The SMM’s monitoring and facilitation of the access of Voda Donbassa water company employees to the Donetsk Filtration Station (DFS) as well as of repair works to the DFS were interrupted due to the presence of anti-tank mines near the station. Small arms were fired in the direction of an SMM mini-unmanned aerial vehicle near Krynychanske. The SMM followed up on reports of a civilian casualty in Holmivskyi. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. It heard an explosion and saw dark grey smoke 200-300m from its position near the Petrivske disengagement area. At 10:22 on 30 May, an SMM patrol consisting of six members and two armoured vehicles arrived at the SMM camera site just outside the disengagement area near Petrivske (41km south of Donetsk). At 10:58 the patrol members were stationary in two vehicles with the doors open when they all heard a whistling sound followed by an explosion, and saw dark grey smoke coming from behind an abandoned brick farm building, 200-300m south-south-west, assessed as outside the disengagement area. The SMM assessed that the explosion was caused by an impacting mortar round (82mm). The patrol left the area immediately and returned safely to its base in Donetsk city.

It continued to facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station and monitor the security situation as well as facilitate repair works and demining activities in order to keep the station operational; it heard ceasefire violations in the area, despite security guarantees. The SMM continued to monitor and facilitate repairs to high-voltage power lines near Yuzhna-Lomuvatka and the Petrivske pumping station near Artema.

The commitment is reflected in the Rome Protocol signed by the Sides, mediators and observers. The Protocol outlines clear timelines and mechanisms to ensure the rapid finalization of the outstanding issues from the “package of eight” priorities identified by the Sides in 2017.

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission followed up on reports about an explosion in a bus in Debaltseve in which a boy died and three other teenagers were injured. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. It recorded explosions of mortar rounds inside the Zolote disengagement area as well as ceasefire violations inside the Petrivske disengagement area. Its access remained restricted in all three areas. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded a ceasefire violation inside the Petrivske disengagement area. Its access remained restricted in all three areas and elsewhere, including near Izvaryne and Sievernyi at the border with the Russian Federation and in Luhansk city. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. It continued to monitor and facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station to facilitate repair works and keep it operational; it heard ceasefire violations in the area, despite security guarantees. The SMM also continued to monitor and facilitate repairs to the Petrivske pumping station near Artema, high-voltage power lines near Yuzhna-Lomuvatka and facilitated access for Vodafone employees to their office in Donetsk city. In Ternopil region, the SMM followed up on reports of an attack against members of the Roma community. In Kyiv, Kharkiv, and Kherson, the SMM monitored public gatherings. In Kherson, the SMM attended a hearing related to a detained cargo ship.
