The overview of 28 small-scale civil society organisations (CSO) projects supported by the OSCE Mission to Serbia in the 2010–2015 period explains what activities of CSOs in Serbia influence security policies at the national and local level, and what the contributions of CSOs are to security sector reform.

The Commentary to the OSCE Action Plan to Combat Trafficking in Human Beings (PC.DEC/557), the 2005 Addendum Addressing Special Needs of Child Victims of Trafficking for Protection and Assistance (PC.DEC/557/Rev.1) and the 2013 Addendum to the OSCE Action Plan to Combat Trafficking in Human Beings: One Decade Later (PC.DEC/1107/Corr.11) is designed to clarify the most challenging issues addressed by the OSCE anti-trafficking commitments and recommendations and to continue to help in the Action Plan’s implementation by all stakeholders. The Commentary has the goal to provide technical assistance to the participating States, in line with the SR/CTHB’s mandate. It also is to serve as a useful, and much needed, reminder of the so-called “agreed OSCE language”, language that clearly demonstrates basic human rights principles and internationally agreed human rights norms and terminology.

The report assesses the progress made by Kosovo institutions in respect to the Council of Europe’s Framework Convention for the Protection of National Minorities in the areas of inter-community dialogue, security and justice, language, education, returns, culture and media. The report finds that, while progress has been achieved in certain areas, more remains to be done to ensure the protection of communities’ rights. It also provides recommendations to the relevant institutions on how to improve their implementation of the Framework Convention.

The Justice Monitor is an annual publication of the observations of OSCE monitors in the first instance courts in Kosovo. The Justice Monitor aims to provide policymakers and justice sector actors with indicators not otherwise available to assist in the identification of compliance gaps in the administration of justice and the tracking of progress achieved in closing those gaps.

Final Report and Recommendations of the Panel of Eminent Persons on European Security as a Common Project

This report is an output of the conference “Working With Youth and For Youth: Protection Against Radicalization”, organized by the Serbia's OSCE Chairmanship together with its Special Representatives on Youth and Security, from 03-04 September in Belgrade, Serbia. The conference aimed to provide a platform for discussion among young people, academia, participating States and civil society looking for a better understanding of the violent extremism and radicalization leading to terrorism, as well as to offer recommendations in approaching this phenomenon.

This booklet aims to help local authorities, police and prosecutors, legislators and civil society groups better understand the problem of hate crime. It explains the significance of hate crimes and suggests how authorities and communities can prevent and better respond to them. The booklet is not a comprehensive guide or manual, but aims to introduce the concept of hate crime and the main aspects of the application of the concept in Ukraine.

This report evaluates progress made in mainstreaming gender issues in OSCE structures and the working environment. Reporting period: 1 January 2014- 31 December 2014.

This publication will assist law students and other interested persons in organizing and conducting lectures in local communities aimed at raising the public awareness of state guaranteed legal aid in Moldova. The purpose of the publication is to provide answers to questions such as how to plan a public lecture, how to identify topics of interest, whom to invite to public lectures, when and how to conduct these events, who else can be involved and what methods should be used in order to ensure that the audience understands the message and that the goals of the lecture are attained. It is produced as part of a project implemented jointly by the OSCE Mission to Moldova and the Chisinau-based NGO Institute for Penal Reform. It is not available in English.
