People with disabilities are regularly the targets of hate crimes. These crimes remain widely unknown, hidden and misunderstood. Recognizing the magnitude of the problem is the first step in effectively countering these hate crimes. This factsheet provides information on how to recognize and report hate crimes against people with disabilities. This is the first publication in a series that highlights how hate crime affects different groups.

ODIHR has developed Training on Effective and Human Rights-Compliant Policing in Roma and Sinti Communities to strengthen the capacities of police officers operating at the local level in working effectively with Roma and Sinti and mixed communities, while complying with international human rights standards.

The Justice Monitor is a publication of the observations of OSCE monitors in the first instance courts in Kosovo. The Justice Monitor aims to provide policymakers and justice sector actors with indicators not otherwise available to assist in the identification of compliance gaps in the administration of justice and the tracking of progress achieved in closing those gaps.

The publication features some important topics related to civil society and the media, including the best international/domestic practices and interpretation of regulations. The Guide, published in co-operation with the Independent Association of Vojvodina Journalists (NDNV) is available in Serbian language only.

The report assesses the progress in the implementation of the legal and policy framework for the reintegration of persons repatriated to Kosovo. It covers the period 2014 – 2015 and notes the improved performance of municipal institutions following the process of decentralization culminating in the adoption of Local Action Plans, the improved data collection following the introduction of the electronic Case Management System, and strengthened communication between central and local level institutions. The report concludes that while some room for improvement remains, the institutions have made commendable progress with regards to implementation of the legal and policy framework.

Making use of data from fifty-two of fifty-seven OSCE member states and over 90 NGO's, the Survey offers a comprehensive overview of the status of current efforts to implement anti-trafficking commitments and recommended actions to prevent and combat trafficking in human beings across the OSCE region and has been prepared by the OSCE Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings.

This study on the OSCE’s engagement with insider mediators has been conducted by the Berghof Foundation and commissioned by the OSCE Conflict Prevention Centre/Operations Service Mediation Support Team jointly with the German OSCE Chairmanship. Insider mediators enjoy an inherent legitimacy and authority to engage with conflict actors and possess potential advantages in comparison to mediators coming from outside a conflict context. They are highly relevant for the OSCE as peacemakers, yet engagement requires acute sensitivity and strategizing. The study deliberates on some conceptual and operational considerations for OSCE support to insider mediation.
