Hate crimes pose a threat to the security of individuals, and, if unaddressed, can give rise to wider scale conflict and violence.

Hate Crime Data Collection and Monitoring: A Practical Guide was written in co-operation with national experts, partner international organizations and Non-Governmental Organizations with responsibility for monitoring hate crimes at the national and international levels. It sets out 'Ten Practical Steps' that need to be taken to improve recording systems, to understand the extent of under-reporting and to encourage victims to report hate crimes. It aims to contribute to efforts to fill data gaps and gain a better understanding of the prevalence and impact of hate crime across the OSCE region.

The Manual before you represents a joint effort of the Regional Youth Cooperation Office (RYCO), local branch in Serbia, and the OSCE Mission to Serbia toward offering a practical resource to civil society organisations and secondary schools interested in developing and implement ing quality youth

The joint OSCE/ODIHR and Venice Commission Guidelines on Freedom of Association aim to offer advice and expertise on how to legislate on freedom of association-related matters, in a manner that is compliant with international human rights standards and OSCE commitments. They also reflect evolving good state practices, and are intended to enhance awareness of the above right in general. They will offer a practical toolkit to legislators tasked with drafting laws which regulate or affect associations, but also to associations, members of associations and human rights defenders, to support advocacy in this field of human rights law.

This manual focuses on the investigation process and has been produced following requests from law enforcement officers working in the field for a practical tool to aid their work. It is designed to help improve democratic policing practice across the OSCE and to assist law enforcement

This set of recommendations was prepared by the River Basin Council under the co-ordination of the International Hydrological Program Organization Association.
