The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Stanytsia Luhanska disengagement area. Its access remained restricted in the disengagement areas and elsewhere, including at a checkpoint near Verkhnoshyrokivske.* The SMM saw damage to civilian properties from shelling near the Chervonyi Yar area of Luhansk city’s Zhovtnevyi district. It facilitated and monitored repairs and maintenance of essential infrastructure near Berezove, Vesela Hora and Artema. The SMM visited two border areas outside of government control.

OSCE Programme Office supports public monitoring to enhance quality of delivery of public services in Kyrgyzstan

The Kyrgyzstan-based Centre for Public Policy presented the results of its monitoring of the delivery of ten main public services on 1 December 2017 in Bishkek. The monitoring project, supported by the OSCE Programme Office in Bishkek, was conducted over a six-month period and aims at strengthening the capacity of local civil society organizations to monitor the delivery of public services and inform the local authorities about problems.
