Daily and spot reports from the Special Monitoring Mission to Ukraine

At 8:59 on 10 October, an SMM patrol consisting of five members and two armoured vehicles was positioned on road H-20 approximately 1.5km south of Kamianka (government controlled, 20km north of Donetsk), and 3km north of the Donetsk Filtration Station.

The SMM recorded more ceasefire violations in Donetsk region but fewer ceasefire violations in Luhansk region, compared with the previous reporting period. The Mission followed up on reports of casualties in Maiorove and Zolote-5/Mykhailivka. The SMM observed damage as a result of shelling in Zolote-5/Mykhailivka. It continued monitoring all three disengagement areas, where its access remained restricted. The SMM’s access was also again restricted near Yuzhna-Lomuvatka and Verkhnoshyrokivske.* The SMM saw weapons in violation of the agreed withdrawal lines near Ocheretyne, Smolianynove and Metolkine. The Mission observed newly laid mines on both sides of the contact line. It continued to facilitate the operation of the Donetsk Filtration Station. The SMM also facilitated and monitored adherence to the ceasefire to enable repairs to the phenol sludge reservoir near Zalizne and to the Petrivske pumping station near Artema.

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions, compared with the previous 24 hours. The Mission followed up on reports of a woman who died due to natural causes at a checkpoint of the armed formations in Horlivka. It continued monitoring all three disengagement areas and recorded ceasefire violations inside and near the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas and was also restricted near Yuzhna-Lomuvatka, Staromarivka and Syvash, as well as in Michurine, at a heavy weapons holding area in a government-controlled area of Donetsk region, and again near Zaichenko.

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions between the evenings of 5 and 6 October, compared with the previous reporting period. Between the evenings of 6 and 7 October, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions, compared with the previous 24 hours. The SMM saw damage caused by shelling to a farm near Novoluhanske. The SMM continued monitoring all three disengagement areas; it recorded ceasefire violations inside the Stanytsia Luhanska and Zolote disengagement areas. Its access remained restricted in all three disengagement areas; it was also restricted near Novoazovsk, near the border with the Russian Federation, and again near Zaichenko. The SMM saw multiple launch rocket systems near Novoamvrosiivske. The Mission continued to facilitate the operation of the Donetsk Filtration Station. It also facilitated and monitored adherence to the ceasefire to enable repairs to the phenol sludge reservoir near Zalizne...

The Mission observed damage to civilian properties caused by shelling and gunfire in Chermalyk. It recorded ceasefire violations inside the Stanytsia Luhanska and near the Zolote disengagement areas. Its access remained restricted in all three disengagement areas, as well as near Zaichenko and near Izvaryne and Sievernyi, near the border with the Russian Federation. In Kyiv, the Mission monitored the security situation in and around the Parliament building during proceedings in relation to legislation concerning local governance of areas outside of government control in Donetsk and Luhansk regions...

The Mission followed up on reports of a girl injured by shelling in Staromykhailivka and children killed and injured by an explosion in Horlivka. The SMM recorded a ceasefire violation near the Zolote disengagement area. The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region between the evenings of 28 and 29 September, compared with the previous reporting period. Between the evenings of 29 and 30 September, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions, compared with the previous 24 hours. The SMM followed up on reports of children killed and injured by an explosion in Horlivka, as well as a person injured and damage caused by an explosion in Donetsk city. The Mission recorded a ceasefire violation inside the Petrivske disengagement area. Its access remained restricted in all three disengagement areas as well as near Zaichenko, Novoazovsk, Tavrycheske, Bezimenne, Yuzhna-Lomuvatka and Izvaryne.* The SMM observed weapons in violation of agreed withdrawal lines in the Petrivske disengagement area and near Dokuchaievsk. The SMM continued to facilitate the operation of the Donetsk Filtration Station and also facilitated and monitored adherence to the ceasefire to enable repairs and maintenance to the phenol sludge reservoir near Zalizne. The Mission monitored public gatherings in Mariupol, and followed up on reports of water contamination in Makiivka.

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. In Pikuzy, the Mission followed up on reports of civilian casualties and observed fresh damage caused by shelling. In Pervomaisk, the SMM observed fresh damage caused by shelling. The Mission recorded a ceasefire violation inside the Zolote disengagement area. Its access remained restricted in all three disengagement areas as well as near Zaichenko, Novolaspa, Siedove and Novoazovsk near the border with the Russian Federation.* The SMM observed weapons in violation of agreed withdrawal lines on both sides of the contact line. The Mission again observed anti-tank mines near Travneve and Holmivskyi. The SMM continued to facilitate the operation of the Donetsk Filtration Station. The Mission also facilitated and monitored adherence to the ceasefire to enable repairs and maintenance to the phenol sludge reservoir near Zalizne, to the Krasnohorivka gas distribution station and to water infrastructure in Stanytsia Luhanska and near Artema. In Lviv, the SMM followed up on reports of an attack against civil activists. The Mission monitored public gatherings in Kyiv, Kharkiv and Lviv in relation to attacks against activists in recent months.

The Mission observed ceasefire violations near the Zolote disengagement area. The SMM followed up on a civilian casualty in Popasna. The SMM observed damage as a result of shelling in residential areas in Yasynuvata, Pikuzy and Uzhivka. The SMM continued to observe civilians facing hardships crossing the contact line. The SMM saw military-type presence inside the Zolote disengagement area. The Mission’s access remained restricted in all three disengagement areas; it was also restricted again near Zaichenko and Bezimenne, as well as near Novolaspa and Voznesenivka, near the border with the Russian Federation.* The SMM observed weapons in violation of agreed withdrawal lines in Sakhanka. On the night of 16-17 September, the Mission heard small-arms fire 30-50m from its position. The SMM recorded ceasefire violations near the Zolote and the Stanytsia Luhanska disengagement areas. Inside the Petrivske disengagement area, the SMM saw Ukrainian Armed Forces soldiers and a recent extension of a trench assessed as belonging to the armed formations. The Mission’s access remained restricted in the disengagement areas, as well as in Bohdanivka and again near Verkhnoshyrokivske.* The SMM observed weapons in violation of the respective withdrawal lines near Ocheretyne, Shyroke, Novoamvrosiivske and Khrustalnyi. Between the evenings of 15 and 16 September, the Mission recorded more ceasefire violations in Donetsk region and Luhansk regions, compared with the previous 24 hours. The SMM observed a fresh crater caused by shelling near Dovhe. It recorded ceasefire violations near the Zolote and Petrivske disengagement areas. The Mission’s access remained restricted in the disengagement areas as well as again near Verkhnoshyrokivske, Yuzhna-Lomuvatka and Zaichenko, and in Novoazovsk and Dovzhanske, near the border with the Russian Federation in non-government-controlled areas.* The SMM continued to facilitate the operation of the Donetsk Filtration Station as well as to water infrastructure in Artema and between Avdiivka and Yasynuvata...

The SMM continued to monitor repairs and maintenance work to water infrastructure in Stanytsia Luhanska and Artema, and to facilitate demining and repairs at the Krasnohorivka gas distribution station between Marinka and Oleksandrivka and houses in Avdiivka. The SMM followed up on reports that protective masks had been distributed in southern Kherson region in response to hazardous chemical air pollution from a chemical plant on the Crimean peninsula.

The Mission recorded ceasefire violations near the Zolote and Stanytsia Luhanska disengagement areas. It observed multiple launch rocket systems in violation of agreed withdrawal lines near Khrustalnyi. The Mission’s access remained restricted in the disengagement areas, as well as again near Verkhnoshyrokivske.* The SMM continued to facilitate the process of restarting operations at the Donetsk Filtration Station, following a power outage. The SMM continued to monitor repairs and maintenance work to water infrastructure in Stanytsia Luhanska and near Zolote, Artema and Krasnyi Lyman. In Kyiv, the SMM monitored a trial hearing of five former “Berkut” members accused of murder related to events at Maidan in 2014.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous reporting period. The Mission recorded ceasefire violations near the Zolote disengagement area. In the Petrivske disengagement area, the SMM spotted two soldiers and an infantry fighting vehicle of the Ukrainian Armed Forces. Its access remained restricted in the disengagement areas, near Leonove near the border with the Russian Federation, in an area of Luhansk region beyond government control, as well as, again, near Verkhnoshyrokivske and Zaichenko.* The Mission monitored electrical repairs near the Donetsk Filtration Station and continued to monitor repairs to water infrastructure in Stanytsia Luhanska. The SMM continued to monitor the situation south-east of Kherson following reports of hazardous air pollution.

The SMM recorded ceasefire violations inside the Petrivske and Stanytsia Luhanska disengagement areas, and noted that trenches in the Petrivske disengagement area had been recently extended. The Mission’s access remained restricted in the disengagement areas as well as, again, near Verkhnoshyrokivske, and near Izvaryne on the border with the Russian Federation.* The SMM continued to monitor repairs to water infrastructure in Stanytsia Luhanska and Pervomaisk.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region between the evenings of 7 and 8 September, compared with the previous reporting period. Between the evenings of 8 and 9 September, the Mission recorded more ceasefire violations in Donetsk and fewer in Luhansk region, compared with the previous 24 hours. The SMM followed up on reports of fresh damage caused by gunfire in a residential area of Maiorsk. The Mission observed that the entry-exit checkpoint near Stanytsia Luhanska re-opened following construction and repair works and civilians have resumed crossing. The SMM saw multiple launch rocket systems in violation of withdrawal lines near Khrustalnyi. It saw, for the first time, a mine and a hand grenade near Verkhnoshyrokivske. The SMM recorded ceasefire violations inside and near the Zolote disengagement area and near the Stanytsia Luhanska disengagement area. The Mission’s access remained restricted in the disengagement areas as well as near Verkhnoshyrokivske, Yuzhna-Lomuvatka and Khrustalnyi.* The Mission continued to monitor the situation around the Donetsk Filtration Station, which has been non-operational since 6 September due to a power outage. In Lviv, the SMM monitored a public gathering outside the regional court of appeals. The SMM continued to follow up on reports of hazardous air pollution south-east of Kherson that had reportedly originated from a nearby chemical plant.

An SMM long-range unmanned aerial vehicle spotted at least five burned down houses in Zaitseve. The Mission recorded a ceasefire violation inside the Stanytsia Luhanska disengagement area and ceasefire violations near the Zolote disengagement area. It saw fortification works to a new military position of the Ukrainian Armed Forces inside the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas, at a permanent storage site in a non-government-controlled area of Donetsk region and again in Verkhnoshyrokivske.* The Mission continued to monitor the situation at the closed entry-exit checkpoint near Stanytsia Luhanska where it saw that construction works were ongoing. The SMM continued to facilitate the operation of the Donetsk Filtration Station. It also facilitated and monitored adherence to the ceasefire to enable repairs to water infrastructure near Zolote. In Kyiv, the SMM monitored two public gatherings in front of the Parliament building. The Mission also followed up on reports of hazardous chemical air pollution in southern areas of Kherson region.
