The Mission saw fresh damage caused by gunfire to a residential building in Dokuchaievsk. The SMM recorded over 60 ceasefire violations inside the Zolote disengagement area and 25 near the area. Small-arms fire was directed at an SMM mini-unmanned aerial vehicle after it spotted hardware assessed as electronic warfare equipment near non-government-controlled Lozivskyi. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure as well as damaged houses in Marinka and Krasnohorivka. It continued to facilitate the operation of the Donetsk Filtration Station. The SMM monitored the transfer of persons convicted before the beginning of the conflict in 2014 from non-government-controlled to government-controlled areas of Donetsk region. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to water infrastructure on both sides of the contact line and to damaged houses in Marinka. It continued to facilitate the operation of the Donetsk Filtration Station. The SMM monitored the transfer of detainees not related to the conflict from non-government-controlled to government-controlled areas of Luhansk region. The SMM saw a weapon in violation of withdrawal lines in Oleksandro-Kalynove. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to water and electric infrastructure on both sides of the contact line and to damaged houses in Marinka. It continued to facilitate the operation of the Donetsk Filtration Station. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM was also restricted near Siedove and Dovzhanske – close to the border with the Russian Federation – and near Popasne.

Compared with the previous reporting period, between the evenings of 7 and 8 December, the SMM recorded more ceasefire violations in Donetsk and Luhansk regions. Between the evenings of 8 and 9 December, the SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. Small-arms fire was directed at an SMM mini-unmanned aerial vehicle near Bila Hora.* The Mission observed weapons in violation of withdrawal lines in non-government-controlled areas of Luhansk region. The SMM continued to facilitate the operation of the Donetsk Filtration Station. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM was also restricted at a checkpoint in Novolaspa and close to Voznesenivka, a non-government-controlled area of Luhansk region near the border with the Russian Federation.* The Mission observed a calm situation at the crossing point in Chonhar and other areas in the south-eastern part of Kherson region.

The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to water infrastructure on both sides of the contact line, as well as to enable repair works to damaged houses in Marinka. It continued to facilitate the operation of the Donetsk Filtration Station. Restrictions to the Mission’s access continued in all three disengagement areas. The SMM was also restricted in Izvaryne. In Kyiv, the SMM monitored a peaceful protest during which it heard participants expressing views critical of the Russian Federation and calling for banning Russian-owned businesses in Ukraine.

Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions. The SMM continued to observe hardships faced by civilians at checkpoints along the contact line and followed up on reports that civilians had remained after closing hours in the area between the checkpoint of the armed formations and the entry-exit checkpoint of the Ukrainian Armed Forces in Maiorsk. It facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure on both sides of the contact line, as well as to damaged houses in Marinka. The SMM continued to facilitate the operation of the Donetsk Filtration Station. The Mission followed up on reports of vandalism in a Polish Military Cemetery in Lviv. The Mission’s access remained restricted in all three disengagement areas and at a checkpoint near Novolaspa.

It continued to facilitate the operation of the Donetsk Filtration Station. The SMM monitored adherence to the ceasefire to facilitate the transfer of human remains across the bridge in Shchastia. The Mission’s access remained restricted in all three disengagement areas. It was also restricted in the Trudivski area of Donetsk city’s Petrovskyi district and at a checkpoint near Zaichenko.*

Compared with the previous reporting period, the SMM recorded more ceasefire violations in Donetsk and Luhansk regions. The Mission observed damage to a house caused by shelling in a residential area of Chermalyk. The SMM recorded ceasefire violations, including over 20 explosions, inside the Stanytsia Luhanska disengagement area and observed fresh shrapnel damage. The Mission observed weapons in violation of withdrawal lines near Mykhailivka and Alchevsk. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure and houses on both sides of the contact line. It continued to facilitate the operation of the Donetsk Filtration Station. The Mission monitored a court hearing related to the detained Mekhanik Pogodin tanker; the court ruled that the tanker should continue to be detained. The Mission’s access remained restricted in all three disengagement areas. It was also restricted at two weapons storage sites in non-government-controlled areas of Donetsk region and near Novolaspa.*

Compared with the previous 24 hours, the SMM recorded more ceasefire violations in both Donetsk and Luhansk regions. The Mission followed up on reports of a man injured due to gunfire in Betmanove, Donetsk region. The SMM recorded ceasefire violations assessed as inside the Stanytsia Luhanska and Zolote disengagement areas. Its access remained restricted in all three disengagement areas.* The SMM observed fresh damage to one of the wooden ramps on the broken section of the Stanytsia Luhanska bridge. It observed weapons in violation of the withdrawal lines on both sides of the contact line. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to the Petrivske water pumping station near Artema as well as an assessment of a water pipeline near Popasna. It continued to facilitate the operation of the Donetsk Filtration Station.

Between the evenings of 30 November and 1 December, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. Between the evenings of 1 and 2 December, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous 24 hours. The SMM observed fresh damage in a residential area of Zolote-5/Mykhailivka. The SMM observed military presence inside the Zolote disengagement area. The SMM again observed multiple launch rocket systems in violation of the withdrawal lines in non-government-controlled areas of Luhansk region. The Mission’s access remained restricted in all three disengagement areas. It was also restricted near Zaichenko, Sosnivske and Novoazovsk, as well as near Voznesenivka, an area close to the border with the Russian Federation...

The SMM observed multiple launch rocket systems in violation of the withdrawal lines in non-government-controlled areas of Luhansk region. The SMM followed up at entry-exit checkpoints on possible impacts of the introduction of martial law. The Mission’s access remained restricted in all three disengagement areas, as well as near Zaichenko, Novoselivka Druha and at compounds on both sides of the contact line.

It observed a calm situation in front of the Embassy and the Consulate of the Russian Federation. The Mission observed a calm situation at the crossing point in Chonhar and at a Ukrainian Border Guard Service position in Valok in the south-eastern part of Kherson region. Compared with the previous 24 hours, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. Following developments at sea near the Kerch Strait, the SMM continued to monitor the security situation and observed protests in different regions of Ukraine. The Mission observed heavy weapons in violation of withdrawal lines in Karlivka and Lebedynske. The SMM recorded ceasefire violations inside the Zolote disengagement area and near the Stanytsia Luhanska disengagement area. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to the Petrivske pumping station near Artema and to enable an assessment of a water pipeline near Popasna. The Mission also continued to facilitate the operation of the Donetsk Filtration Station. In Zakarpattia and Lviv regions, the SMM monitored protests blocking roads leading to the international border crossing points in relation to import taxes. The SMM’s access remained restricted in all three disengagement areas as well as near Bezimenne and Novoazovsk, an area close to the border with the Russian Federation...

Compared with the previous reporting period, between the evenings of 23 and 24 November, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. Between the evenings of 24 and 25 November, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous 24 hours. The SMM monitored the security situation following developments at sea near the Kerch Strait. The Mission observed heavy weapons in violation of the withdrawal lines in Kostiantynivka. The SMM recorded ceasefire violations inside the Stanytsia Luhanska and Zolote disengagement areas. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to a water pipeline in Pervomaisk and continued to facilitate the operation of the Donetsk Filtration Station. In Kyiv, Lviv and Kherson, the Mission monitored public gatherings commemorating the 85th anniversary of Holodomor. The SMM’s access remained restricted in all three disengagement areas, as well as near Kostiantynivka, Novolaspa, Zaichenko and two areas close to the border with the Russian Federation, Voznesenivka and Novoazovsk.

The SMM followed up on the security situation in relation to reported developments at sea, near the Kerch Strait, where on 25 November, three vessels of the Naval Forces of the Ukrainian Armed Forces – two artillery boats “Berdiansk” and “Nikopol” and one tug boat “Yany Kapu” – en route from Odessa to Mariupol had been involved in an incident with vessels of the Russian Federation. Reportedly, weapons were used, six sailors were wounded and the three Ukrainian vessels were seized...

The SMM’s access remained restricted in all three disengagement areas; it was also restricted at a compound in Starohnativka. It observed weapons in violation of withdrawal lines, mostly in non-government-controlled areas. The Mission visited three border areas not under government control. The Mission followed up on reports of a grenade explosion in Khartsyzk in which a woman was injured and a man died. The Mission recorded ceasefire violations inside the Zolote disengagement area. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure near Artema and Holmivskyi, as well as repairs to houses in Marinka and Krasnohorivka. It continued to facilitate the operation of the Donetsk Filtration Station. Access for the SMM remained restricted in all three disengagement areas, near Syvash and near Novoazovsk, an area close to the border with the Russian Federation.* The Mission monitored protests in Kyiv, Lviv and Chernivtsi.

Between the evenings of 16 and 17 November, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous reporting period. Between the evenings of 17 and 18 November, the SMM recorded more ceasefire violations in both regions, compared with the previous 24 hours. The SMM saw recent damage caused by shelling to civilian properties in Zolote-5 and Kruta Balka. The SMM observed heavy weapons in violation of the withdrawal lines in non-government-controlled areas of Luhansk region. The SMM recorded a ceasefire violation inside the Stanytsia Luhanska disengagement area. The SMM continued to facilitate the operation of the Donetsk Filtration Station. In Kyiv, the Mission monitored a gathering in relation to attacks against civil activists, including Kateryna Handziuk. It also monitored a pre-announced gathering in support of transgender rights and saw two female participants being treated for pepper spray irritation. The SMM’s access remained restricted in all three disengagement areas as well as near Bezimenne, Novolaspa and Dovzhanske, an area close to the border with the Russian Federation.*

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. The SMM observed a recent impact on a road in a residential area of Debaltseve. The SMM observed military-type presence and anti-tank mines in the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas, as well as at a military compound near Starohnativka and near Leonove, close to the border with the Russian Federation.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to houses and essential civilian infrastructure on both sides of the contact line. The Mission continued to monitor the situation of civilians living near the contact line in the Vilnyi neighbourhood of Zolote-4/Rodina. In Odessa, the SMM monitored a protest against illegal construction.

The SMM recorded a similar number of ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous reporting period. The SMM observed military-type presence in the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas as well as near Verkhnoshyrokivske and again near Novoazovsk, near the border with the Russian Federation.* The SMM observed weapons in violation of withdrawal lines in non-government-controlled areas of Luhansk region. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to houses and essential civilian infrastructure on both sides of the contact line, as well as to enable demining near Nyzhnoteple. The SMM followed up on reports of vandalism to crosses commemorating Polish prisoners in Kolomiya during World War I. In Kyiv, the Mission followed up on an attack on St. Andrew’s Church and a ceremony in honour of political prisoners. The SMM observed the first meeting of the temporary parliamentary commission charged with investigating the death of Kateryna Handziuk. In Kherson, the SMM observed a court hearing related to the detained Mekhanik Pogodin tanker.

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The SMM’s access remained restricted in all three disengagement areas as well as near Novolaspa and Novoselivka Druha. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to houses and essential civilian infrastructure on both sides of the contact line, as well as to enable demining near Nyzhnoteple. The SMM observed two protests in Kyiv regarding heating supply in Dnipropetrovsk and Cherkasy regions.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region between the evenings of 9 and 10 November, compared with the previous reporting period. Between the evenings of 10 and 11 November, the Mission recorded fewer ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. Two SMM mini-unmanned aerial vehicles came under small-arms fire in Kadiivka and Novotoshkivske. In non-government-controlled areas, the SMM monitored the security situation on the day of reported “elections” announced for 11 November. An SMM mini-unmanned aerial vehicle spotted fresh mortar impacts at the Bakhmut Agrarian Union’s pig farm near Novoluhanske.
