Established in 2000 by the OSCE Permanent Council, the Office of Internal Oversight (OIO) provides a broad range of oversight services ranging from internal audit to evaluation and investigation. The Office’s work is conducted in accordance with the Internal Oversight Mandate and the OSCE Financial Regulations and covers all OSCE activities, regardless of the source of funding.

As the OSCE Chairmanship in 2017, Austria has an opportunity to contribute to restoring stability and confidence throughout this region. It intends to address three central challenges to security and stability in the OSCE area, which threaten our common values: the military confrontations that have caused thousands of victims, displacement and destruction; the increasing threat to internal security through growing radicalization, particularly of young persons, and terrorism in its wake; and the increasing loss of confidence between States and also by citizens towards State institutions and organizations that are meant to safeguard peace and our values.

Recognizing the magnitude of the problem is the first step in effectively countering these hate crimes. This factsheet provides information on how to recognize and report hate crimes against people with disabilities. This is the first publication in a series that highlights how hate crime affects different groups.
