The report is the result of monitoring conducted by the Kylym Shamy NGO in 2015 of military institutions across the country with the aim of promoting transparency and public confidence in the armed forces. It analyzes practices and concerns related to the respect for citizens’ rights during their recruitment into the armed forces, and the rights and freedoms of military personnel as they conduct military service. The report features recommendations to the Kyrgyz Government on ensuring the protection of human rights in compliance with national and international obligations. It is not available in English.

This publication is intended to help NGOs in conducting trial monitoring aimed at increasing public awareness about the functioning of the judicial system. It contains examples of foreign experience in application of this diagnostic tool. On the basis of methods developed by the OSCE Office for Democratic Institutions and Human Rights, and with due consideration of Ukrainian realities, the edition provides advice on organization of trail monitoring, its implementation in Ukraine and advocacy of the results. The publication also contains a sample of a monitoring questionnaire and an example of a filled questionnaire. List of recommended references will help to better understand the problematics of the mechanism of monitoring and evaluation of the functioning of judicial system. The publication is designed for the managers and representatives of NGOs. The publication is not available in English.

This educational and methodical manual- an introduction to the European Convention on Human Rights and the case-law of the European Court of Human Rights (ECtHR)- is the second edition containing three reviewed and updated sections. The first section contains FAQ and answers on how to file an individual application to the ECtHR. The second section explains basic regulations that relate to the protection of the rights and freedoms of a person or legal entity in ECtHR. The third section includes clarifications on how to fill in a new application to ECtHR and an example of such application. It is designed for lawyers, advocates, professors, state officials, judges and other audiences focusing on human rights and their effective protection at the international level. This report focuses on key issues discussed during the third and fourth meetings of Regional, Subregional and other International Organizations on Preventive Diplomacy and Mediation hosted respectively by the League of Arab States (LAS) in Cairo on 5-6 February 2014, and the European Union (EU) in Brussels on 6-7 May 2015. Both meetings were organized as part of a common effort to strengthen cooperation and knowledge-sharing on peace mediation in accordance with the UN Guidance for Effective Mediation. The common thread of discussions focused on a key principle of the UN Guidance: Coherence, Coordination and Complementarity (CCC) in mediation processes, with particular focus on contexts in which one or more regional organizations are involved. The Cairo meeting also addressed the issue of Inclusivity, while the Brussels meeting included a specific focus on CCC in ceasefire mediation.
