The Commentary to the OSCE Action Plan to Combat Trafficking in Human Beings (PC.DEC/557), the 2005 Addendum Addressing Special Needs of Child Victims of Trafficking for Protection and Assistance (PC.DEC/557/Rev.1) and the 2013 Addendum to the OSCE Action Plan to Combat Trafficking in Human Beings: One Decade Later (PC.DEC/1107/Corr.11) is designed to clarify the most challenging issues addressed by the OSCE anti-trafficking commitments and recommendations and to continue to help in the Action Plan’s implementation by all stakeholders. The Commentary has the goal to provide technical assistance to the participating States, in line with the SR/CTHB’s mandate. It also is to serve as a useful, and much needed, reminder of the so-called “agreed OSCE language”, language that clearly demonstrates basic human rights principles and internationally agreed human rights norms and terminology.

This is the 9th Report produced by the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) according to the requirements of OSCE Ministerial Council Decision No. 13/05 on Combating Trafficking in Human Beings. This report provides a summary of the wide range of activities carried out by the Office from 1 March, 2014 to 1 September, 2015, with additional sections that focus on the work of the OSCE’s executive structures and field operations.

The Death Penalty in the OSCE Area: Background Paper 2014 is intended to provide a concise update to highlight changes in the status of the death penalty in OSCE participating States and to promote constructive discussion of this issue. It covers the period from 1 July 2013 to 30 June 2014.

This report is an output of the conference “Working With Youth and For Youth: Protection Against Radicalization”, organized by the Serbia's OSCE Chairmanship together with its Special Representatives on Youth and Security, from 03-04 September in Belgrade, Serbia. The conference aimed to provide a platform for discussion among young people, academia, participating States and civil society looking for a better understanding of the violent extremism and radicalization leading to terrorism, as well as to offer recommendations in approaching this phenomenon.

The Annual Report of the Secretary General on Police-Related Activities in 2014, submitted in accordance with Decision 9, paragraph 6, of the 2001 Bucharest Ministerial Council Meeting, provides an overview of the police-related programmes and projects, implemented by the OSCE executive structures, including the thematic units in the Secretariat, the Institutions and the field operations, during 2014.

Forty years after its signing, the Helsinki Final Act remains the defining document that guides the work of the Organization for Security and Co-operation in Europe. This publication includes a historical timeline as well as spotlights on the different entities that make up the Organization in 2015.
