This document is a result of the research of the process of reforming municipal print media carried out in September-December 2017. The research aimed to determine the main trends of the reform, identify factors that hinder the reform’s implementation and execution of reform measures in the established period. The document will be useful to representatives of state authorities, non-governmental organizations and media that directly or indirectly conduct activities related to the reform of state and municipal print media. The study of the reform dynamics and the challenges faced by municipal print media undergoing the reform was carried out within the Project "Further Support of the State-Owned and Municipal Print Media Reform", implemented by the OSCE Project Co-ordinator Project in Ukraine. The conclusions and views expressed in the report are those of the authors and do not necessarily reflect the official position of the OSCE Project Coordinator in Ukraine.
