While the participation of persons with disabilities has already long been included in the general ODIHR election observation methodology, this handbook aims to establish a more systematic and comprehensive approach to this important topic. It provides information and a framework to assist ODIHR observers in assessing the participation of persons with disabilities, as part of the overall observation of an electoral process. The handbook may also be useful to a wider audience interested in the topic, including electoral management bodies, political parties, civil society organizations (CSOs) and international organizations. This resource has been developed on the basis of extra-budgetary contributions by OSCE participating States, as part of ODIHR’s continued efforts to improve its election observation methodology and to further increase the professionalism of those involved in the Office’s observation activities.

This publication includes case law of the European Court of Human Rights (ECtHR) in relation to hate crimes and hate speech cases. This collection analyzes cases when it comes to speech that incited hatred with particular reference to the case-law of some of the extreme forms of speech that were problematized before the ECtHR. The purpose of this collection is through brief comments on the most interesting judgments and decisions on hate speech and hate crimes, to clarify the standards that the Court has set before the States Parties to the Convention. The advancement of technology requires law enforcement agencies and public prosecutors offices in particular to be well-prepared to meet the challenges it presents. The process of obtaining cyber data to be used as evidence in a criminal procedure is not as straightforward as one might think. However, there are worldwide initiatives to establish common standards and facilitate the exchange of information through improved protocols among the law enforcement sector worldwide. This short guide, which is the result of a joint initiative between the Mission and the Public Prosecutors’ Association, aims to contribute to that direction. The Handbook clarifies the purpose of standards, learning results at the end of a particular educational cycle, and the rationale of classification of standards by teaching fields. Teachers are referred to the reading of standards intertwined by knowledge, skills in the area of Language, Literature and Language Culture, as well as by the levels of educational attainment. The highest number of the standards is illustrated with textual tasks, assignments, and questions which enable application of students’ knowledge and demonstration of their cognitive abilities.
