The Handbook clarifies the purpose of standards, learning results at the end of a particular educational cycle, and the rationale of classification of standards by teaching fields. Teachers are referred to the reading of standards intertwined by knowledge, skills in the area of Language, Literature and Language Culture, as well as by the levels of educational attainment. The highest number of the standards is illustrated with textual tasks, assignments, and questions which enable application of students’ knowledge and demonstration of their cognitive abilities. This follow-up report provides an overview of the level of representation of communities in a numerical minority in the civil service at the central and local level. It provides an assessment of progress made by selected Kosovo institutions in implementing the relevant legislative obligations that guarantee fair and proportional representation of communities in the civil service since the OSCE’s previous assessment report in 2013. Additionally, the report identifies gaps in implementation and provides specific recommendations to key institutions in order to facilitate improvements regarding the employment of communities in the civil service.

The Methodology for monitoring of Ukrainian courts’ judgements on their application of the European Convention on Human Rights (ECHR) and the case-law of the European Court of Human Rights (ECtHR) was developed by the OSCE Project Co-ordinator in Ukraine (PCU) within its “Safeguarding Human Rights through Courts” project. The project’s two-fold objective was to strengthen civil society’s capacity to monitor the application of human rights protection legal instruments in court judgements and to establish a baseline and evaluate the progress in application of the ECHR and the case-law of the ECtHR by PCU-trained judges. PCU’s Implementing Partner – “Institute of Applied Humanitarian Research” – used the developed methodology to pilot the monitoring of judgements during 2015-2016. The analysis of monitoring findings will be made available in a separate report in November 2017.
