This public opinion survey on perception of psychological violence in Montenegro was commissioned by the OSCE Mission to Montenegro for the NGO Women’s Safe House and conducted by the DeFacto Agency from May to July 2022 on a representative sample of 1,008 respondents over the age of 18. Although this is not a traditional victimological research in terms of its scope, it has provided us with very important and interesting findings, not only about how psychological violence is perceived by Montenegrin citizens, but also about its prevalence, and it can therefore complement the official statistics that does not disaggregate data per type of violence.

The publication is a baseline study addressing gender and diversity considerations in the justice system by bringing international perspective on national understanding of the role of the women in judiciary and providing relevant data and analysis from a gender and diversity perspective (ethnicity, language, disability, age, social status, religion or belief). The study reflects on the current situation in North Macedonia and offers recommendations that would serve as a solid basis for future fact-based and sustainable interventions for building a more inclusive justice system in line with the good practice solutions highlighted by the OSCE/ODIHR.

WAVE (Women Against Violence Europe) launched this project in collaboration with OSCE to improve the support to survivors of violence and civil society organizations (CSOs) in conflict and post-conflict areas. Based on the expertise of women’s organizations, this toolkit not only presents the harm and challenges posed by conflicts but also documents promising first-hand practices with concrete examples from four WAVE members, including their initiatives and recommendations as women’s organizations who experience and have experienced war.
Gender and corruption- research for the Republic of North Macedonia

The publication includes findings of the first national perception survey with women in North Macedonia and responses from the two focus groups discussions with victims of sexual extortion conducted in 2021. Some of the questions answered by the respondents include whether women recognized sextortion by public sector employees in exchange for provision of a public service as a form of corruption, if the officials in a position of power tended to request sexual services instead of money/bribes in order to provide the public service obliged to provide in accordance with the Laws, if sextortion was present in the private sector as well, as well as if respondents would report their own or someone else’s experience with this form of corruption. Findings of the report are intended to support the debate and eventually lead to criminalization of sexual extortion as an act of corruption in North Macedonia.

The Gender Issues Programme of the OSCE Office of the Secretary General conducted a comprehensive mapping of Women’s resource centres and other integrated service providers for survivors of gender-based violence (GBV) in Central Asia, the South Caucasus, Eastern Europe and Mongolia as part of the WIN Project. The mapping aimed to collect extensive information on existing services and mechanisms for direct assistance to and protection of survivors of GBV, to assess the main gaps and the need for capacity-building and knowledge-sharing in counteracting GBV, and to identify promising approaches and good practices across the OSCE region.

Cyber Incident Classification: A Report on Emerging Practices within the OSCE region

The report highlights emerging practices in national classification of cyber incidents by underlining commonalities in existing approaches to cyber incident classification among OSCE participating States and identifying limitations in this process. Although experiences in developing cyber incident classification systems are diverse across participating States, the knowledge derived from these processes could be used as a capacity-building tool to promote the use of national cyber incidents classification systems within the OSCE area and beyond.

The publication covers criminal acts committed in protected natural areas, and is intended to aid the police, prosecutors, judges and environmental inspectors to investigate and prosecute crimes committed in protected areas through enhanced institutional co-operation. It lays out the authorities and competences of various stakeholders (at the state, provincial and municipal levels) in applying regulations related to managing protected areas. It also contains good practice examples and case studies, lessons learned and proposed recommendations for improved efficiency and effectiveness of operation and cooperation between stakeholders. It is available in Serbian language.
