This Compendium of the three recent Ministerial Council Decisions on preventing and combating trafficking in human beings is designed to highlight the individual provisions of the Decisions: MC 6/17, 7/17 and 6/18. This toolkit makes actionable proposals for OSCE mediation actors, the Chairmanship, participating States, and Executive Structures on how to increase women’s inclusion in official negotiation processes in the OSCE area in order to support conflict resolution efforts. The lack of women’s meaningful participation in peace processes remains a major challenge in global efforts to effectively resolve violent conflict. By including women’s perspectives in conflict resolution efforts, the diverse needs of affected societies can be better addressed, thereby reducing the likelihood of relapse into conflict.

This report presents the representative survey findings of the OSCE-led Survey on the Well-being and Safety of Women for Ukraine. The survey was implemented in 2018 in selected countries in South Eastern Europe and Eastern Europe. The OSCE-led survey included a quantitative and qualitative component and was undertaken with the goal of providing comparable data on different forms of violence women experience in their childhood and throughout the course of their lives. The research examined violence that women experience in conflict and non-conflict settings, as well as the impact violence has on women and girls, including its lasting consequences. Questions on norms and attitudes connected to violence against women were asked to better understand the underlying causes of violence.

This publication focuses on the principle of opportunity, and the challenges in its application, mainly related to the non-uniformity of practice of public prosecution offices in Serbia. The intention of the authors was to provide guidelines for the unified application of the principle, and to fulfil the main task of deferred prosecution- to achieve the purpose of the punishment without conducting criminal proceedings in cases when this is not necessary or expedient, taking into account public interest. This Manual was drafted by the Working Group formed by the Republic Public Prosecutor's Office, and supported by the OSCE Mission to Serbia. The publication is available in Serbian only.
