Annual report by the Office of the Co-ordinator of OSCE Economic and Environmental Activities

The second Occasional Paper focuses on the specifics of labour exploitation, particularly the identification, prevention and prosecution of offenders with the final goal of preventing trafficking and bringing justice for victims. The text is based on the 3rd and 5th Alliance in Trafficking in Persons Conferences and aims to assist participating States in the development and implementation of national anti-trafficking policy in compliance with OSCE commitments and other international obligations.

This publication can serve as a valuable reference document for officials of governments and for concerned staff of stakeholder organizations throughout the OSCE regions to strengthen migration governance. It contains contextual background information, a review of OSCE commitments on international migration, and data on indicators measuring implementation of commitments, and it features numerous examples of concrete useful practices and specific measures. It offers conclusions and a number of suggestions on policy measures and specific follow-up activity.

The 2008 Annual Report of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings covers the work of the Special Representative between January and October 2007; its content is based on responses by the participating States to a survey questionnaire distributed by the SR in July 2007. It considers: 1) National Co-ordination Mechanisms; 2) National Action Plans; and 3) National Rapporteurs or equivalent mechanisms. These three elements constitute the core co-ordinating tools used by participating States to plan, organize and implement measures to combat trafficking in human beings. The scope of the report does not include evaluation of the quality of individual participating States' implementation of these mechanisms. A number of annexes complement the Report, offering, amongst other things: highlights of the 2007 OSCE Field Operations Survey on National Co-ordination Mechanisms, National Action Plans, and National Rapporteurs or equivalent mechanisms; an analysis and brief overview by the ODIHR on its activities and achievements in 2007 and 2008 relevant to the theme of the report; and a summary of the main activities of the OSR in 2008.

This book is a collection of English and Serbian essays that were presented at the international conference "Women in the Army", organized in October 2006 in co-operation with the OSCE Mission to Serbia and the Serbian Ministry of Defence. The essays are dedicated to women in the Serbian Army and highlight experiences from Russia, Slovenia, Hungary, Romania, Great Britain and France. The following publication is multilingual- available in English and Serbian languages.

The ODIHR continued in 2005 to conduct a broad range of activities aimed at fostering democracy and the rule of law, promoting and protecting human rights, combating tolerance and non-discrimination, and assisting participating States in the implementation of their commitments.
