The report on “Communities’ Access to Education” assesses pre-university education for non-majority communities in Kosovo. Specifically, the report addresses the availability of education in a chosen official or community language, textbooks and sufficient qualified teachers and staff, community-specific subjects, funding for scholarships and transportation, and opportunities for interaction between students from different communities.

The purpose of this report is to provide insight into the current bilingual legislative drafting process at the Government and the Assembly levels, in order to highlight procedural and practical shortcomings and to provide recommendations to improve the bilingual drafting and translation process and strengthen the implementation of the Law on the Use of Languages. The OSCE Mission in Kosovo provides capacity-building for the Kosovo Police and community safety forums, along with monitoring and advocacy for the implementation of the Community Safety Strategy 2017-2021. Municipal Community Safety Councils (MCSCs) are essential consultative community policing mechanisms at the municipal level. Chaired by the mayor, with active participation of the police station commander, the MCSCs engage bi-monthly in their proactive advisory role, discussing security concerns and initiatives, while instilling pluralism in community safety provisioning and wide representation of communities' interest groups, women and civil society. The public awareness poster launched in December 2016 promotes the roles and mandates of common members of each MCSC throughout Kosovo, including the North where their establishment is expected in the nearest future.
