The Property Rights Monitor is a bi-annual publication of the observations of OSCE field monitoring Kosovo wide and aims to provide an overview of the situation in the field of property and housing rights of non-majority community members and displaced persons.

The OSCE Mission in Kosovo invites university students from diverse communities to apply for a five-day Youth Camp, focusing on Cultural Heritage Trails. This hands-on training, guided by international expert, will take place from November 11-15, 2024, and will offer practical experience in cultural heritage preservation. Since 2018, these camps have provided young people with unique opportunities to protect and promote cultural heritage. Apply now to be part of this experience, by 20 October 2024 CoB.

The OSCE report ‘Handling of Terrorism Cases by the Kosovo Criminal Justice System’ covers the period 2018 to 2020 and examines data gathered by the OSCE trial monitoring team in more than 50 cases categorized as terrorism related. The report also includes a comprehensive overview of the legal framework for terrorism cases and assesses the extent to which Kosovo law and policy is in line with international standards. The report aims to support legal practitioners to maintain the highest standards of professionalism in this challenging area of law and policy.

This report presents the response of the prosecution and courts to cases of illegal re-occupation of properties under the adminstration of the Kosovo Property Agency and assesses how these cases are more broadly addressed by the system.

This report highlights the systemic problems that judicial systems across the Western Balkans region encounter. From lack of resources and accountability, the obstacles may seem daunting. Rather than simply cataloguing the problems, though, the report charts a course for addressing them through evidence-based analysis and actionable recommendations.

In the centre of the OSCE Mission in Kosovo mandate is the monitoring, promotion and protection of the human rights of diverse communities in Kosovo, of which language rights are an integral component. Equal use of official languages in Kosovo is a prerequisite for full and effective provision of services by the Kosovo Police to its own staff and to all individuals that interact with the KP. The OSCE Mission in Kosovo has continuously monitored and shared recommendations with the Kosovo Police on the use of the official languages in line with the legal framework in Kosovo and the relevant international human rights standards. The report, which analyses Kosovo Police language compliance in all eight police regions, acknowledges significant progress of the Kosovo Police achieved over the years and provides key conclusions and series of recommendations to the police, with the aim to ensure the protection of language rights for all communities.
