La OSCE, con sus 57 Estados participantes en América del Norte, Europa y Asia, es la organización de seguridad regional más grande del mundo, que trabaja para garantizar paz, democracia y estabilidad a más de mil millones de personas.

The OSCE Annual Report provides an overview of the Organization's activities in its field operations and institutions, and co-operation with other organizations.

"A shared vision binds together the multi-faceted diversity of the OSCE and its activities. This vision is of a territory, stretching across 56 countries, that is united and at peace. It is a vision that is founded on a Decalogue of principles and shared values starting, as the Helsinki Final Act declared, with the need to promote the "inherent dignity of the human being". This singular vision, born in Helsinki, still inspires the work of the OSCE in all its aspects. The Finnish Chairmanship paid fitting tribute to this vision. The determination of the Chairman-in-Office and his team throughout this particularly challenging year was remarkable. The crisis in Georgia in August was shocking. The war was also a reminder of our core mandate: to build a space of co-operative security and to work toward overcoming our- often serious- differences by peaceful means". El objetivo de la guía es describir y analizar los incidentes y delitos de odio a los que se enfrentan las comunidades romaníes y sinti, así como los correspondientes retos en materia de seguridad.

Esta guía presenta la actividad policial basada en inteligencia (ILP) como un modelo moderno y proactivo para velar por el cumplimiento de la ley, y como una alternativa realista a las formas más reactivas tradicionales de actividad policial para los Estados participantes de la OSCE. La ILP, que ya ha sido adoptada en varios países en tiempos recientes con resultados prometedores, combina la recopilación, evaluación y análisis de inteligencia junto con procesos y mecanismos de toma de decisiones fundamentados, facilitando así una gestión más eficiente y eficaz de la aplicación de la ley a nivel nacional.
