This report focuses on key issues discussed during the third and fourth meetings of Regional, Subregional and other International Organizations on Preventive Diplomacy and Mediation hosted respectively by the League of Arab States (LAS) in Cairo on 5-6 February 2014, and the European Union (EU) in Brussels on 6-7 May 2015. Both meetings were organized as part of a common effort to strengthen cooperation and knowledge-sharing on peace mediation in accordance with the UN Guidance for Effective Mediation. The common thread of discussions focused on a key principle of the UN Guidance: Coherence, Coordination and Complementarity (CCC) in mediation processes, with particular focus on contexts in which one or more regional organizations are involved. The Cairo meeting also addressed the issue of Inclusivity, while the Brussels meeting included a specific focus on CCC in ceasefire mediation.

The Commentary to the OSCE Action Plan to Combat Trafficking in Human Beings (PC.DEC/557), the 2005 Addendum Addressing Special Needs of Child Victims of Trafficking for Protection and Assistance (PC.DEC/557/Rev.1) and the 2013 Addendum to the OSCE Action Plan to Combat Trafficking in Human Beings: One Decade Later (PC.DEC/1107/Corr.11) is designed to clarify the most challenging issues addressed by the OSCE anti-trafficking commitments and recommendations and to continue to help in the Action Plan’s implementation by all stakeholders. The Commentary has the goal to provide technical assistance to the participating States, in line with the SR/CTHB’s mandate. It also is to serve as a useful, and much needed, reminder of the so-called “agreed OSCE language”, language that clearly demonstrates basic human rights principles and internationally agreed human rights norms and terminology.

This study has been launched in order to address the issues surrounding the implementation of the commitments by the UN Security Council Resolution 1325 (UNSCR 1325). It contains an analysis of the 27 National Action Plans on the implementation of UNSCR 1325 in the OSCE region. The aim of the study is to provide tangible tools for action for the revision or development of such plans. It highlights common challenges and shares good practices from the OSCE region. The examples presented in the document aspire also to offer entry points for closer co-operation with civil society on implementing the Women, Peace and Security agenda, e.g. through cross-learning exercises with practitioners. It further draws attention to both domestic and international elements of National Action Plans and underlines the relevance of creating and maintaining national capacity on UNSCR 1325 at home and abroad.
