This volume presents chronologically the OSCE's human dimension commitments over its 30-year history. It is intended for use by government officials and civil society organizations, academics, students, and practitioners alike.

The publication aims at clarifying the procedural legal concept of shifting the burden of proof, its meaning and scope, as well as all open issues during practical implementation of the proceedings before the Commission for Prevention and Protection against Discrimination and the national court, to ensure effective application of the Law on Prevention and Protection against Discrimination. It also focuses on helping legal practitioners in acquiring knowledge and skills in the area of equality law and the principle on non-discrimination, thus examples from the Court of Justice of the European Union and the European Court of Human Rights, as well as comparative practices from European countries, are widely used.

The OSCE High Commissioner on National Minorities and the OSCE Secretariat Gender Issues Programme WIN Project commissioned research into the intersections of gender equality and national minorities. The factsheet highlights key findings and provides recommendations to OSCE participating States to promote equal opportunities for minority women.

With an Overview of International Initiatives and Standards on the Safety of Journalists and Other Media Actors

The OSCE Mission to Montenegro supported the development of the RTCG Development Strategy 2023-2027, by engaging an external consultant, Professor Mirjana Nikolić. The Strategy’s primary goal is to articulate the future growth of the public media service’s top niche programme production and technology requirements with the aim of promoting and safeguarding the public interest, democratic and European values, professional and ethical norms.

As part of its ongoing support to Ukraine, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) has conducted a survey of close to 1,000 Ukrainian refugee women to ensure their experiences and vulnerabilities are reflected in policies to address human trafficking in the OSCE region.
