The Community Rights Assessment Report assesses the situation of community rights and progress made by Kosovo institutions in respect to the 2017 Opinion of Council of Europe’s Framework Convention for the Protection of National Minorities (FCNM) Advisory Committee, in the areas of inter-community dialogue, security and justice, language, education, returns, socio-economic rights, culture and media. Significant developments since June 2015, when the fourth reporting period ended, are included in the current edition. Finally, the report provides a set of conclusions on the progress in promoting and protecting the rights of communities’ members in Kosovo, in line with the FCNM obligations.

This publication features the research results on digital competence programs in Serbia that were offered in 2020 through formal and non-formal education.

The Annual Progress Report on the Implementation of the 2004 OSCE Action Plan for the Promotion of Gender Equality highlights the main achievements of the Organization regarding gender parity, capacity of staff, organizational culture and overall gender mainstreaming improvements within the organization. The report includes information about the support the OSCE executive structures provide to participating States in promoting gender equality.

This research into the successful international practices of funding civil society organizations was carried out with support from the OSCE Project Co-ordinator in Ukraine. It provides an in-depth analysis of six European countries as a reference for understanding civil society organizations’ finances from both state or non-state sources. It is available in both English and Ukrainian.

The Research done by the Institute of Rural Development as commissioned by OSCE Project Co-ordinator in Ukraine provides an overview and detailed analysis of Ukrainian laws regulating civil society funding and taxation issues with focus on problematic issues relating to application of legal provisions to practice. It also contains recommendations as to improvement of the existing regulatory framework in line with the best international practices, the need for consistency and effectiveness in fostering sustainable development and financial independence of civil society organisations. The research, conducted with the support of the OSCE Project Co-ordinator in Ukraine, provides an overview of some successful international practices in building and maintaining efficient co-operation between government authorities and civil society. It outlines confidence-building measures and mechanisms that facilitate dialogue and that can be applied in the Ukrainian context. It is available in both English and Ukrainian.
