The purpose of this publication is to improve the understanding of sexual and gender-based violence on the part of state actors and civil society, including an understanding of how such violence manifests in places of deprivation of liberty. It also identifies many of the factors that increase the vulnerability of persons deprived of their liberty and aims to contribute to the reduction and eventual elimination of sexual and gender-based violence in places of deprivation of liberty. The publication is primarily intended for policymakers, lawmakers and practitioners from criminal justice systems, including lawyers, prosecutors, judges and anyone else involved in arresting, investigating, interrogating or detaining suspects, those accused of a crime and prisoners or detainees.

The purpose of this Guide is to provide OSCE participating States with benchmarks for drafting hate crime legislation within a simple, clear and accessible document. While good practices are highlighted and risks identified, a prescriptive approach has been avoided. Hate crimes are specific to their social context, and legislation must recognize this. The Guide assists states wishing either to enact new legislation or to review and improve their current legislation by setting out the major questions to be addressed by legislators; giving examples of drafting choices made by different states; commenting on the implications of different approaches; making recommendations concerning specific aspects of hate crime law, and offering a list of further resources to supplement the information provided.

A new UNESCO and ODIHR co-publication takes up the challenge of educating learners to resist contemporary anti-Semitism at a time when the issue is becoming ever more crucial around the world. It suggests concrete ways to address anti-Semitism, counter prejudice and promote tolerance through education, by designing programmes based on a human rights framework, global citizenship education, inclusiveness and gender equality. It also provides policymakers with tools and guidance to ensure that education systems build the resilience of young people to anti-Semitic ideas and ideologies, violent extremism and all forms of intolerance and discrimination, through critical thinking and respect for others.
