This Handbook, developed in co-operation between the OSCE Mission to Skopje and the national Academy for Judges and Public Prosecutors, aims at improving the capacities of law enforcement representatives in North Macedonia when dealing with virtual currencies in criminal proceedings by providing practical information for investigators and prosecutors on the detection, investigation, prosecution and seizure of virtual currencies in criminal proceedings.

The Guide on Discrimination grounds is a systematized and analytical review of discrimination grounds, based on consideration of existing definitions (and their integral parts) set forth under international and domestic law, international and national case law of courts and various treaty bodies, as well as in academic and grey literature.

This booklet provides guidance to municipal officials on how to better assist repatriated persons. It focuses on reintegration of repatriated persons in their places of origin.

The purpose of this publication is to improve the understanding of sexual and gender-based violence on the part of state actors and civil society, including an understanding of how such violence manifests in places of deprivation of liberty. It also identifies many of the factors that increase the vulnerability of persons deprived of their liberty and aims to contribute to the reduction and eventual elimination of sexual and gender-based violence in places of deprivation of liberty. The publication is primarily intended for policymakers, lawmakers and practitioners from criminal justice systems, including lawyers, prosecutors, judges and anyone else involved in arresting, investigating, interrogating or detaining suspects, those accused of a crime and prisoners or detainees.

The purpose of this Guide is to provide OSCE participating States with benchmarks for drafting hate crime legislation within a simple, clear and accessible document. While good practices are highlighted and risks identified, a prescriptive approach has been avoided. Hate crimes are specific to their social context, and legislation must recognize this. The Guide assists states wishing either to enact new legislation or to review and improve their current legislation by setting out the major questions to be addressed by legislators; giving examples of drafting choices made by different states; commenting on the implications of different approaches; making recommendations concerning specific aspects of hate crime law, and offering a list of further resources to supplement the information provided.

The publication contains an in-depth overview of the relationship between the OSCE and its Mediterranean Partners featuring significant historical documents, a table of current and past projects with the Mediterranean Partners, and a compilation of key findings originating from relevant OSCE events that have taken place since the Vilnius Ministerial Council in 2011. Moreover, attention is given to the role of the OSCE Parliamentary Assembly in fostering OSCE-Mediterranean dialogue. Chapter VII is dedicated to the New-Med Track II Network with academics and think tanks in the Mediterranean region. This is followed by, a selection of OSCE publications of interest to the Mediterranean Partners. The publication concludes with comments on the Helsinki+40 Process insofar as it affects the Mediterranean Partnership.

This handbook was created to provide guidance to law enforcement and security actors, including policymakers, on how to better understand gender dynamics in VERLT. The publication aims at supporting and increasing gender-sensitive responses and policies, and reflects the OSCE’s commitment to gender mainstreaming as an integral part of preventing and countering VERLT.

A new UNESCO and ODIHR co-publication takes up the challenge of educating learners to resist contemporary anti-Semitism at a time when the issue is becoming ever more crucial around the world. It suggests concrete ways to address anti-Semitism, counter prejudice and promote tolerance through education, by designing programmes based on a human rights framework, global citizenship education, inclusiveness and gender equality. It also provides policymakers with tools and guidance to ensure that education systems build the resilience of young people to anti-Semitic ideas and ideologies, violent extremism and all forms of intolerance and discrimination, through critical thinking and respect for others.

The guidebook on “A Whole-of-Society Approach to Preventing and Countering Violent Extremism and Radicalization That Lead to Terrorism- A Guidebook for Central Asia” is one in a series of technical guidebooks produced by the Transnational Threat Department/ Action against Terrorism Unit and focuses on the challenges in developing and implementing effective programmes to prevent and counter VERLT in Central Asia. This volume aims to support policy makers in the region in the development and implementation of effective and relevant P/CVERLT strategies while strengthening the co-operation among government sectors and civil society actors.

The Strategy was compiled by the Working Group for drafting the Media Strategy.
