Freedom of expression and freedom of the media are essential to any democratic process, and the assessment of media coverage of election campaigns is a fundamental part of election observation methodology. This publication provides a succinct explanation of the media-monitoring methodology used by the OSCE/ODIHR in its election observation activities.

This Handbook is intended as a simple tool providing basic guidance to judges on identifying discrimination and rendering judgements.

The publication was prepared for a series of trainings for Ukrainian judges of courts of common jurisdiction on application of the case-law of the European Court of Human Rights (ECtHR), within the project "Safeguarding Human Rights through Courts" implemented by the OSCE Project Co-ordinator in Ukraine with the financial support of the Government of Canada. This edition presents the main provisions of the European Convention on Human Rights and explains them through the prism of the ECtHR’s case-law. This publication is not available in English.

This publication is prepared for a series of training courses for judges of administrative courts of Ukraine on the application of the case-law of the European Court of Human Rights (ECtHR), as part of a project on “Safeguarding Human Rights through Courts” implemented by the OSCE Project Co-ordinator in Ukraine with the financial support of the Government of Canada. This edition presents the provisions of the European Convention on Human Rights (Convention) that are of utmost relevance in administrative proceedings. The provisions are disclosed through ECtHR judgements that interpret the Convention principles on the right to a fair trial (Article 6), protection of property (Article 1 of the First Protocol), the right to respect for private and family life (Article 8), freedom of expression (Article 10), freedom of assembly and association (Article 11). Handbook offered by the Slovenian Chairmanship together with a pilot project to introduce human rights education in schools

This handbook offers a survey of trends, examples, questions for consideration and recommendations to guide national human rights institutions in strengthening their capacity and practical work on women’s rights and gender equality.

This Handbook on Promoting Women’s Participation in Political Parties aims at encouraging political party leaders, men and women alike, to support the integration of gender aspects into internal political party decision-making processes. It also seeks to develop the capacity of women politicians to advance their political careers. The key finding that has emerged during the development of this handbook is that internal party reform is critical to women’s advancement. A lack of internal party democracy and transparency, the absence of gender-sensitivity in candidate selection and outreach, as well as the failure to decentralize party decision-making processes, all inhibit women’s opportunities to advance as leaders within parties and as candidates for elected office. To this end, the handbook provides a valuable overview of voluntary measures that political parties can adopt to enhance gender equality within party structures, processes, policies and activities, as a means to provide both women and men equal opportunities to participate meaningfully in the political life of OSCE participating States.
