This handbook provides an overview of main fair trial rights and OSCE commitments applicable to judicial hearings within administrative justice, as well as practical information for establishing and running a trial monitoring operation in the field of administrative justice.

This handbook is designed to provide basic guidance on how to observe the use of new voting technologies (NVT) in electoral processes. Several OSCE participating States have implemented or tested NVT during their elections, making use of electronic voting machines, ballot scanners, Internet voting or other electronic means. This handbook is designed to assist election observers in identifying and assessing the various elements of NVT that may impact the conduct of democratic elections.

In 2015, the OSCE Mission to Serbia, the Interior Ministry and the Standing Conference of Towns and Municipalities worked jointly to develop a standard Municipal Safety Council model. This handbook outlines all aspects of the model including examples of formal decisions by local assemblies on forming the Municipal Safety Councils. It is not available in English.

The present publication builds on the Guidelines to Assist National Minority Participation in the Electoral Process by including new material on the development of international standards and good practice in the field of promoting the participation of national minorities in electoral processes.

The purpose of this handbook is to provide better guidance to ODIHR election observation missions and teams on how to approach campaign finance as part of the overall observation of an election. While ODIHR has included campaign finance in its general observation methodology, this handbook aims to establish a more systematic and comprehensive approach to observing this important part of the election process. It has been developed on the basis of extra-budgetary contributions as part of ODIHR’s continued effort to improve its methodology and to increase professionalism in the observation of certain specialized aspects of elections.

The purpose of this handbook is to provide guidance on how to approach voter registration as part of the overall observation of an election. While ODIHR has included voter registration in its general methodology for observing elections, this handbook aims to provide a more systematic and comprehensive approach to observing this critical part of the election process.

It explains the significance of hate crimes and suggests how authorities and communities can prevent and better respond to them. The booklet is not a comprehensive guide or manual, but aims to introduce the concept of hate crime and the main aspects of the application of the concept in Ukraine.

This publication provides an in-depth discussion of both the phenomenon of domestic violence, as well as the practical aspects of psychological counselling for violence survivors. The Handbook prepared by the Journalists for the Future NGO with the support of the OSCE Office in Yerevan refers to the international principles of the Internet governance, rights of personal and family life in cyberspace, legal side of cybercrimes, international cyber attacks and wiretapping, as well as, the legislative and legal situation of Russian domains. It also includes the results of the survey on the "Protection of Online Security Rules in Armenia" conducted among 50 media and civil society representatives of Armenia. The publication is available only in Armenian.
