Civil protection and counteraction to potential chemical, biological, radiological and nuclear threats are of high priority and largely rely on inter-agency co-operation. This manual was written as an easy step-by-step guide for first responders responsible for tackling chemical emergencies. The manual consists of three sections: algorithm of actions including emergency zoning, decontamination practices and supporting information in section three which gives useful guidelines for rescuers during onsite operations. The best available chemical emergency response documents existing in Poland, the United Kingdom and the United States were reviewed whilst preparing the manual. Approaches outlined in this manual can be applied in emergencies of biological and radiological origin. The manual is available in Ukrainian only.

This document is a result of the research of the process of reforming municipal print media carried out in September-December 2017. The research aimed to determine the main trends of the reform, identify factors that hinder the reform’s implementation and execution of reform measures in the established period. The document will be useful to representatives of state authorities, non-governmental organizations and media that directly or indirectly conduct activities related to the reform of state and municipal print media. The study of the reform dynamics and the challenges faced by municipal print media undergoing the reform was carried out within the Project "Further Support of the State-Owned and Municipal Print Media Reform", implemented by the OSCE Project Co-ordinator Project in Ukraine. The guidebook on anti-money laundering and countering the financing of terrorism (AML/CFT) developed jointly by experts from the OSCE and the Committee of Financial Monitoring of the Finance Ministry. The guidebook was prepared with the support of the OSCE Programme Office in Astana as a follow-up to its multi-year training activities aimed to build capacity for the banking and non-financial sectors which are subject to regular financial monitoring. This manual is designed to assist judges-trainers in teaching the standardized course “Application of the European Convention on Human Rights and the case-law of the European Court of Human Rights in administrative justice” in training format at the National School of Judges of Ukraine. The course is based on interactive training methods and international best practices in judicial education. The manual includes materials prepared by the working group on course development within the Project "Safeguarding Human Rights through Courts" implemented by the OSCE Project Co-ordinator in Ukraine with the financial support of the Government of Canada. This is one of the courses developed and institutionalized in cooperation with the National School of Judges of Ukraine, the Supreme Court of Ukraine and the High Administrative Court of Ukraine within the Project "Safeguarding Human Rights through Courts".
