This is mainly due to preventable risks such as malnutrition, inadequate housing conditions and the inability to afford healthcare services, as well as the impact of racist and discriminatory practices from healthcare institutions and professionals.

The manual, which presents instructions for filing cases on environmental violations, is designed for environmental inspectors at the local and state level.

These present guiding principles are intended for use by state authorities and civil society bodies, as well as inter-governmental organizations in the OSCE region involved in developing, applying, evaluating and reforming national laws, policies and practices related to trafficking, in particular to the return of trafficked persons. They provide the target audience with guidance that can be used to direct policies, procedures and practices on the return process, as well as an overview of relevant international standards. The guiding principles can also serve as an advocacy tool for civil society organizations that support a rights-based approach to combating trafficking.

It aims to encourage local youth participation in these bodies in compliance with the Law on Youth Participation and Youth Policies. The Manual contains practical steps how to establish Local Youth Council, roles and responsibilities for both municipal officials and youth council members and the handover process between the outgoing and incoming leadership. It was prepared in Macedonian language and translated into English, Albanian, Turkish, Serbian and Romani languages.
