A guidebook intended for journalists on how and where they can receive information during the elections. The book prepared by the Freedom of Information Centre is re-printed by the OSCE Office in Yerevan in view of the upcoming Presidential elections in 2013. This guidebook is not available in English.

The Guidebook on Reasonable Accommodation, developed by the OSCE Mission to Skopje, is a systematized and analytical review of the legal institute of reasonable accommodation for persons with disabilities. The publication is based on consideration of existing definitions and legal interpretation set forth in the Convention on the Rights of Persons with Disabilities, as well as in the existent domestic law, international and national case law of courts and various human rights treaty bodies, but also in academic and grey literature. Types of reasonable accommodation addressing particularly the needs of women and girls with disabilities were especially elaborated. Not available in English.

The Commentary on the Criminal Code of Turkmenistan includes a comprehensive explanation of the Code’s content and terminology as well as detailed legal interpretations of its provisions (article-by-article) in light of other provisions of the Code, other relevant pieces of national legislation of Turkmenistan and international treaties which Turkmenistan is a party to. The Commentary is drafted with a view to support the national rule of law system and promote its transparency, raise awareness and discussions about proper enforcement of the Criminal Code of Turkmenistan, as well as further improve the administration of criminal justice in the country. The Commentary is intended to help a wide range of stakeholders, including (a) legal practitioners when applying the Criminal Code of Turkmenistan; (b) teachers from different high educational institutions when explaining the Code to students; (c) the Parliament and other institutions involved in the legislative process and in bringing the national legislation in line with relevant international standards.

This publication was prepared in co-operation with the National Commission for Combating Trafficking in Human Beings and Illegal Migration and the Academy for Training of Judges and Public Prosecutors “Pavel Shatev” with an aim to help all competent authorities and professionals dealing with trafficking in human beings and trafficking in children to properly apply of the principle on non-punishment of victims. The Guidelines are intended as a practical tool for those responsible for detection, prosecution and adjudication of these serious crimes and those responsible for prevention, identification and provision of support to victims as well as civil society to ascertain the preconditions for non-punishment of victims. The Manual on Project Proposal Writing was created as part of the capacity building program of local public broadcasters in Montenegro, implemented by the OSCE Mission to Montenegro. The guide aims to help local public broadcasters prepare project proposals that they can apply for funds available from domestic and international donors. This is a document accompanying a two-day training organized by the OSCE Mission aimed at developing concrete project ideas among local public service broadcasters. (Available only in Montenegrin)

This best practice guide was originally drafted and developed as Annex C – Man-portable Air Defense Systems (MANPADS) to the Best Practice Guide on National Procedures for Stockpile Management, Security and Destruction by the governments of the United States of America, Germany, Canada, France, United Kingdom, Italy, Russian Federation, Sweden and Turkey. This revision establishes a stand-alone, best practice guideline on National Procedures for Stockpile Management, Security and Destruction of Man-portable Air Defense Systems (MANPADS), drafted by the government of the United States of America with review and recommendations submitted from Germany, United Kingdom, Russian Federation, Switzerland and OSCE Field Offices.

The guide explains the meaning, scope, open questions and discussions about the role of Commission for Protection against Discrimination during court proceedings, and it gives examples of the practice of the Court of Justice of the European Union and the European Court of Human Rights, in order to assist legal practitioners in their understanding and application.

This publication is an instrumental guide into radioactive materials, procedures of their identification and security measures. It is aimed at environmental inspectors, customs personnel, border guards. Its small format will allow the officials to have it at hand while performing load checks at the border crossings.
