The Chairperson, on behalf of the Permanent Council, welcomed the new Permanent Representative of Greece to the OSCE, Ambassador Andreas Papadakis. Report by the Head of the OSCE Mission in Kosovo, Ambassador Jean-Claude Schlumberger. Permanent Council adopted Decision No. 1072 on the Scales of Contributions for 2013–2015 (interpretative statement by the Delegation of the United States of America attached). Permanent Council adopted Decision No. 1073 on approval of the 2013 Unified Budget (interpretative statements by the Irish Presidency of the Council of the EU and by the Delegations of the United States of America and Norway, also on behalf of Switzerland, attached). Conviction of the murderer of Ukrainian journalist Mr. G. Gongadze. Shooting of presidential candidate Mr. P. Hayrikyan in Armenia. Report on the activites of the Chairperson-in-Office. Conference on Internet 2013: Shaping Policies to Advance Media Freedom, to be held in Vienna on 14 and 15 February 2013. Seventieth anniversary of the victory in the Battle of Stalingrad.

607th Plenary Meeting of the Permanent Council

Prior to taking up the agenda, the Chairperson, on behalf of the Permanent Council, expressed condolences to Kazakhstan in connection with the plane crash that had occurred near Almaty, Kazakhstan, on 29 January 2013. Presentations by the Chairpersons of the Security Committee; the Economic and Environmental Committee; and the Human Dimension Committee. Human rights of lesbian, gay, bisexual and transgender persons in the Russian Federation. Discrimination against Roma and Sinti in the OSCE area. Recent attacks on individuals of Armenian descent in Istanbul, Turkey. International Holocaust Remembrance Day on 27 January 2013. Report on the activities of the Chairperson-in-Office. Death of Mr. M. Kampelman, former Ambassador of the United States of America to the CSCE.

The Permanent Council adopted Decision No. 1400 on the extension of the deployment of OSCE observers to two Russian checkpoints on the Russian-Ukrainian border (Portugal-European Union, interpretative statement 1; Russian Federation, interpretative statement 2; United Kingdom, interpretative statement 3; Canada, interpretative statement 4; United States of America, interpretative statement 5; Ukraine, interpretative statement 6).
