This Joint Opinion was prepared at the request of the Chairperson of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe. It was adopted by the Council for Democratic Elections on 14 October 2021 and by the Venice Commission at its 128th Plenary Session (15-16 October 2021).

This review was prepared in collaboration with the Committee of Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan. The publication contains information on the state system of prevention response to and protection of the population and the territory of the Republic of Tajikistan in emergency situations, the implementation of the National Disaster Risk Reduction Strategy, civil defense as well as well as search and rescue activities. The review also includes information on public outreach activities in the area of prevention and response to emergency situations, human resources policy, international co-operation and key areas of the Committee’s development in 2020. The review is available in Russian and Tajik languages.

1349th Plenary Meeting of the Permanent Council

This report provides a summary of a webinar organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Platform for International Cooperation on Undocumented Migrants (PICUM) in November 2021 to present the findings of an ODIHR study on regularization of migrants in an irregular situation in the OSCE region published in August 2021 and to discuss the good practices and lessons learnt.
