Manual for Managing Conflicts of Interest, Limitations, and Prohibitions in Local Self-Government

This Manual has been developed by the OSCE Mission to Skopje to support the implementation of the integrity policy in local self-government units, particularly the protection of public interest and prevention and managing of conflict of interests as element of the local government integrity system. According to Article 72 of the Law on Prevention of Corruption and Conflict of Interest, in the event of a suspicion of a conflict of interest, the official is required to seek an opinion from the State Commission for Prevention of Corruption. Therefore, the Manual uses cases from practice, presenting some of the opinions provided by the SCPC based on requests submitted by officials from LSGU from 2019 to June 2024. It contains the standards, principles, and rules for preventing and managing conflicts of interest, as well as the legal regulations in this area in the Republic of North Macedonia. We believe that this Manual will serve as a practical tool for strengthening integrity at the local level by helping officials make informed, consistent, and lawful decisions in situations where conflicts of interest may arise.
