Daily and spot reports from the Special Monitoring Mission to Ukraine

The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions between the evenings of 30 and 31 March, compared with the previous reporting period. Between the evenings of 31 March and 1 April, it recorded fewer ceasefire violations in Donetsk region and a similar number of ceasefire violations in Luhansk region, compared with the previous 24 hours. Between the evenings of 1 and 2 April, it recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous 24 hours. The SMM observed damage to civilian properties caused by gunfire in Dokuchaievsk. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it observed ceasefire violations inside the Petrivske disengagement area and near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas, as well as, again, in border areas near Izvaryne, Leonove, Sievernyi, Voznesenivka (near the border with the Russian Federation), at a checkpoint near Popasna and in Novohryhorivka.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission observed for the first time anti-tank mines near Zaitseve and Sosnivske. The SMM continued to facilitate access for workers to and from the Donetsk Filtration Station; it also facilitated repairs to the Petrivske pumping station near Artema and to a water pipeline near Maiorsk. The SMM monitored the administrative boundary line in Kherson region and a gathering in Bila Krynytsia, Chernivtsi region. In Kyiv, the Mission continued to monitor a group of people near the entrance to a television station.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. Small arms were fired near an SMM patrol in Pikuzy. The Mission observed damage to civilian properties caused by shelling in Sakhanka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and observed an explosion near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas and elsewhere, including, again, in border areas near Izvaryne, Sievernyi and Voznesenivka (near the border with the Russian Federation), and at a checkpoint near Donetsk city. The SMM observed weapons in violation of withdrawal lines near Poltavka. The Mission continued to facilitate access for workers to and from the Donetsk Filtration Station. The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission observed damage caused by shelling to and near civilian properties in Slovianoserbsk and Molodizhne. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and observed ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three areas and elsewhere, including, again, at three crossing points at the border with the Russian Federation in Luhansk region.*

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 16 and 17 February, compared with the previous reporting period. The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions between the evenings of 17 and 18 February, compared with the previous 24 hours. The SMM observed fresh damage, caused by gunfire and shelling, to civilian properties in residential areas of Horlivka and Pikuzy as well as to a building where a television station in Luhansk city is located. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three areas and elsewhere, including at checkpoints near Betmanove and Kreminets as well as near Leonove and Izvaryne, in border areas close to the Russian Federation.* The Mission observed weapons in violation of withdrawal lines near Novooleksandrivka. The SMM continued to monitor the situation of civilians living near the contact line in Betmanove and Pivdenne. The SMM visited five border areas outside of government control. In Kyiv, the SMM followed up on reports of an incident at the Russia Centre for Science and Culture on 17 February and saw a group of people throwing eggs and stones at the building of the Centre as well as at a Sberbank branch office the following day. The SMM also monitored two gatherings in Kyiv and one in Kharkiv.

On 17 February 2018, the SMM followed up on media reports of an incident at the building where the Russian Centre for Science and Culture “Rossotrudnichestvo" is located, at 2A Borysohlibska Street in Kyiv. At 13:15, the SMM saw multiple phrases (such as "Death to Russia") in Ukrainian language freshly spray-painted on the interior walls of the building on the ground floor and in the staircase leading to the second floor. The SMM also saw scattered chairs and furniture, broken information boards, and the flag of the Russian Federation which had been torn apart.

Small arms were fired near SMM patrols near Verkhnoshyrokivske and Vidrodzhennia and toward an SMM mini unmanned aerial vehicle (UAV) near Pervomaiske. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it observed a calm situation in all three areas. The Mission’s access remained restricted there and elsewhere, including in Samiilove and at a heavy weapons holding area in a non-government-controlled area.* The SMM continued to facilitate and monitor repairs to essential infrastructure near Artema and Pervomaisk. The Mission visited a border area not under government control. The SMM followed up on the situation of internally displaced persons in Pokrovske. In Kyiv, the SMM monitored two gatherings...

The SMM followed up on reports of three children injured by the explosion of unexploded ordnance in Krasnohorivka. The SMM observed damage caused by gunfire to civilian properties in a residential area of Dokuchaievsk. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Stanytsia Luhanska and Zolote disengagement areas. The Mission’s access remained restricted in all three areas and elsewhere.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line.
