The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske disengagement area. Its access remained restricted in the disengagement areas and elsewhere, including at a heavy weapons holding area in a non-government-controlled area of Donetsk region.* The SMM saw shelling damage on a roof of a building in Novooleksandrivka and impact sites in residential areas of Dokuchaievsk. The Mission saw weapons in violation of withdrawal lines near Volnovakha. The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The Mission observed damage to civilian properties from shelling in Yasne. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske disengagement area. Its access remained restricted in the disengagement areas and elsewhere, including near Manuilivka and at a heavy weapons holding area and a permanent storage site in non-government-controlled areas. The Mission observed a weapon in violation of withdrawal lines near Bile and military-type vehicles in column formations near Buhaivka. The SMM attempted to reach Travneve but was unable to do so due to the possible presence of mines or unexploded ordnance on the road leading to the village. The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. It continued to observe armed men and armoured personnel carriers in Luhansk city centre. The SMM observed shelling damage in a residential area of Dovhe. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske disengagement area. Its access remained restricted in the disengagement areas.* It facilitated and monitored repairs and maintenance of essential infrastructure in Zalizne and Betmanove, as well as, reportedly, the transport of the bodies of deceased soldiers near Novotoshkivske and Sentianivka. The SMM recorded more ceasefire violations both in Donetsk and Luhansk regions compared with the previous 24 hours. The Mission confirmed five civilian casualties from Donetsk city, including one fatality. It observed multiple impact sites near civilian residences in the Kyivskyi district of Donetsk city, assessed as caused by artillery rounds, and to essential infrastructure at the Donetsk Filtration Station and a water reservoir near Yasynuvata, including damage assessed as caused by a rocket from a multiple launch rocket system. The SMM continued monitoring the disengagement areas, its access remained restricted there and elsewhere, including at a heavy weapons holding area and in Vasylivka.* The Mission saw weapons in violation of withdrawal lines near Oleksandropil, Khriashchuvate and Novoamvrosiivske. It facilitated and monitored repairs and maintenance to high-voltage lines near Novozvanivka, and a water pipeline near Zolote and Popasna.

The SMM recorded fewer ceasefire violations in Donetsk region between the evenings of 27 and 28 October compared with the previous reporting period and more between the evenings of 28 and 29 October compared with the previous 24 hours. In Luhansk region, the SMM recorded fewer ceasefire violations between the evenings of 27 and 28 October compared with the previous reporting period and a similar number of ceasefire violations between the evenings of 28 and 29 October compared with the previous 24 hours. The Mission followed up on reports of a casualty in Donetsk city. The SMM observed fresh damage to civilian properties caused by shelling in Marinka, Avdiivka, Pikuzy, Oleksandrivka and Sakhanka. The Mission continued monitoring all three disengagement areas; it recorded a ceasefire violation inside the Zolote disengagement area. Its access remained restricted in all three areas and elsewhere, including near Metalist (twice).* The Mission saw weapons in violation of withdrawal lines near Luhanske and in Bakhmut. It facilitated and monitored repairs and maintenance to power lines between Novozvanivka and Troitske. The SMM visited a border area not under government control. The Mission continued monitoring the administrative boundary line between Kherson region and Crimea. With respect to ongoing local elections, the SMM monitored the security situation around polling stations in Lviv region and government-controlled areas of Donetsk region, where it observed calm situations.

The SMM recorded fewer ceasefire violations in Donetsk region compared with the previous 24 hours and no ceasefire violations in Luhansk region. The Mission observed damage to buildings from gunfire in Dokuchaievsk. It continued monitoring the disengagement areas and recorded a ceasefire violation near the Petrivske disengagement area. Its access remained restricted in all three disengagement areas and elsewhere, including in Horlivka.* The SMM saw weapons in violation of withdrawal lines near Khlibodarivka and Muratove, and in Oleksandropil. Aerial imagery revealed the presence of over 180 tanks and howitzers in non-government-controlled areas, as well as new trenches near Vodiane and the road M03 between Svitlodarsk and Debaltseve. The Mission facilitated and monitored repairs and maintenance of essential infrastructure in Shchastia, near Artema, and between Marinka and Oleksandrivka. It visited three border areas outside of government control. The SMM continued to monitor the situation of schools near the contact line.
