Countering the use of the Internet for terrorist purposes
The Internet has become a strategic device for terrorists, used to identify, recruit and train new members; collect and transfer funds; organize terrorist acts; incite violence; and, increasingly, as a weapon for cyber-attacks. Complementing international efforts already existing in this field, the OSCE provides a platform for government experts, civil society and the business community to identify and share best practices and promote human rights aspects in the fight against terrorist use of the Internet.
