Since 2017, the OSCE Mission to Serbia through the DemSec project has been supporting the Public Policy Research Centre in launching annual competition for the best human security essays for students from Belgrade University. Given the global impact of Covid-19 on all aspects of social life, this year’s Call for Papers focused on the effects of the pandemic on human security and the threat posed by the virus on individuals in a variety of fields. All three papers chosen this year were written by women and all three examine Covid-19 as a global phenomenon and a threat to security. This publication is available in Serbian and in English.

The report Media Outlets in the Languages of National Minorities- Research and Analysis offers insight into the system of public information in languages of national minorities, presents the outlets and content they provide, ownership modalities, and panoply of issues such media and journalists working in them are facing.

The educational package before you builds upon lessons learned and insights gathered through the wider consultative process and initiatives implemented, aiming to offer possible practical steps toward a more inclusive youth policy and to promote the common values of the main youth policy actors in Serbia. It consists of three parts: the first chapter deals with the general legal and regulatory framework of the Republic of Serbia in terms of anti-discrimination; the second chapter gives a closer look at the standards in this context that exist within the scope of youth policy, focusing on the practices of the three pillars of youth policy; the third chapter offers practical approaches and examples of good practice for inclusion of young people from vulnerable groups. The publication is available in Serbian language.

The publication gives a comprehensive overview on the legal and strategic framework on sexual harassment in Serbia together with specific data on prevalence of sexual harassment deriving from the vast of data collected in the OSCE-Wide Survey on Well-being and Safety of Women in 2019. The analysis serves as a baseline for developing policy dialogue between civil society, academia and relevant state institutions on this serious topic that primarily affects working women. The position paper contains a set of recommendations for relevant stakeholders responsible to combat sexual harassment in Serbia. 

The OSCE Mission to Serbia supported the Analysis of the security sector related legislation from the perspective of personal data protection. The publication is the first of its kind in this particular area after the entry into force of the Law on Personal Data Protection, covering more than 90 laws and by-laws. The publication is available only in Serbian language.

The OSCE Mission to Serbia supported the Institute for Improvement of Education in producing comprehensive Manuals that will help teachers in developing the new concept of civic education, introduced in Serbian schools gradually throughout 2018 and 2019. The Manuals cover four areas of civic education: human rights, democratic society, processes in the contemporary world and civic activism. The aim of these publications is to give teachers a wider insight into the above mentioned areas, to clarify the most important issues and to provide teachers with ideas on how they can implement relevant activities with students. It should also instigate the teachers to explore various further teaching techniques. The Manuals are part of the OSCE Mission to Serbia’s wider efforts to support enhancing the rule of law values among youth. The publication is available in Serbian language only.

The OSCE Mission to Serbia will sponsor up to ten selected students for the post-graduate master studies (MA) at the Belgrade University’s Faculty of Political Sciences and Faculty of Security Studies, and up to five selected students for one academic year of their doctoral studies at the Belgrade University’s Faculty of Political Sciences and Faculty of Security Studies.
