This factsheet provides an overview of the activities of the OSCE-led Mobile Training Team.

The OSCE introduces a modular training structure addressing the following topic areas: identity management and travel security, behavioural analysis and interviewing techniques, crisis management, identifying and addressing trafficking in Small Arms and Light Weapons (SALW) as well as Conventional Ammunition (CA), and combating Trafficking in Human Beings (THB), allowing for tailored training with modules aligned with a country’s specific training needs. Rather than a one-size-fits-all approach, modules can be selected based on the country’s risk profile, existing capabilities and areas requiring improvement. This approach optimizes resource allocation, prevents overlapping of efforts and ensures that officers receive training that directly enhances their capabilities in addressing specific challenges. The modular training strategy also enables officers to become trainers, fostering sustainable expertise within national services, as modules, or their elements, can be embedded into existing national education curricula thus ensuring local ownership and long-term impact.

Trafficking in persons is a global challenge that transcends borders, and the advent of AI technologies has the potential to amplify both its reach and complexity. It is precisely this global nature of both trafficking and AI that necessitates coordinated, regional, and international responses. The Organization for Security and Co-operation in Europe (OSCE) and the Regional Support Office of the Bali Process (RSO) have jointly developed this brief on the emerging nexus of artificial intelligence (AI), trafficking in persons, and transnational crime with a clear objective: to equip policymakers, law enforcement agencies, and the technology sector with the insights needed to anticipate and pre-emptively address the potential implications of AI on trafficking in persons.

In the digital age, technology serves as both a powerful tool for empowerment and a potential instrument for criminal activities, particularly in human trafficking. Traffickers exploit technological advancements for purposes such as online recruitment, victim control, and transferring illicit proceeds. However, these same technologies present opportunities for law enforcement and civil society to combat trafficking and protect victims. This report summarizes a set of policy recommendations discussed and made by anti-trafficking stakeholders from OSCE participating States during a series of sub-regional workshops organized in 2023 by the Office of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings.These policy recommendations aim at leveraging technology effectively to counter trafficking.

This publication of the OSCE Presence in Albania offers guidance for the child protection workers and any other stakeholder that works with trafficked children on how to provide immediate and long-term protection to every child victim of trafficking and exploitation. It is part of the project “Strengthening Albania’s law-enforcement and prosecution capacities and multi-agency co-operation in combatting trafficking in human beings”, funded by the United Kingdom, Norway and Italy.

This guide offers recommendations and instructions on the implementation of the National Referral Mechanism for Victims of Trafficking in Albania.
